What are the enrollment methods for the lower secondary education program in Vietnam according to Circular 30?

According to Article 4 of the Regulations on enrollment for the lower and upper secondary education programs issued with Circular 30/2024/TT-BGDDT...Download, the enrollment methods for the lower secondary education program in Vietnam are stipulated as follows:

- Annually, the enrollment for the lower secondary education program shall be organized once.

- Enrollment for the lower secondary education program is conducted through admission.

- Criteria for admission are guided in detail by the Department of Education and Training ensuring fair, objective, transparent enrollment suitable to the actual situation of the locality.

Note: For lower secondary schools or multiple-level schools including the lower secondary level (hereinafter collectively referred to as lower secondary schools) affiliated with universities, and institutes, the admission criteria are guided by the university, school, or institute in direct management, or follow the guidance of the Department of Education and Training where the school is located.

What is the process of enrollment for the lower secondary education program in Vietnam (6th grade)?

According to Article 7 of the Regulations issued with Circular 30/2024/TT-BGDDT, the process of enrollment for the lower secondary education program in Vietnam (6th grade) is as follows:

Step 1. The Chairman of the People's Committee of the district, town, and provincial city (hereinafter referred to as district-level People's Committee) approves the enrollment plan.

The enrollment plan includes the following main contents: admission targets; target and geographical areas for admission; criteria for admission; assessment timing, and announcement of enrollment results. The enrollment plan is announced before March 31 annually.

For lower secondary schools affiliated with universities, and institutes, the enrollment plan is decided by the Director of the university, the Principal of the school, Head of the institute in direct management after consensus with the Division of Education and Training where the school is located.

Step 2. Based on the approved enrollment plan, the enrollment council develops and publicly announces the school’s enrollment plan; and organizes the registration, reception, and preparation of enrollment documents.

Step 3. The enrollment council organizes the enrollment according to the approved enrollment plan; and proposes a list of admitted students to the school Principal for submission to the Head of the Division of Education and Training for approval.

For lower secondary schools affiliated with universities, and institutes, the list of admitted students is approved directly by the Director of the university, the Principal of the school, or the Head of the institute in direct management.

What are the enrollment methods for the upper secondary education program in Vietnam according to Circular 30?

According to Article 9 of the Regulations on enrollment for the lower and upper secondary education programs issued with Circular 30/2024/TT-BGDDT...Download, the enrollment methods for the upper secondary education program in Vietnam are stipulated as follows:

- Annually, the enrollment for the upper secondary education program shall be organized once.

- Enrollment for the upper secondary education program is conducted through one (1) of three (3) methods: admission, entrance exam, or a combination of entrance exam and admission.

+ Admission: based on the training results and academic results in the years following the lower secondary or equivalent educational programs of the candidate. If a student repeats a grade, the results of the repeated school year shall be taken.

+ Entrance exam: conducted according to the provisions of Article 13 of these regulations.

+ Combination of entrance exam and admission: conducted in combination as stipulated in points a and b of this clause.

What is the process of enrollment for the upper secondary education program in Vietnam (10th grade)?

Step 1: The Chairman of the provincial-level People's Committee approves the enrollment plan. The plan consists of essential contents such as the target group for enrollment; enrollment targets and areas; enrollment method, direct admission policies, priorities, encouragements; time for admission and announcement of enrollment results. The enrollment plan is announced before March 31 annually.

For upper secondary schools under the Ministry of Education and Training, universities, research institutes, the admission plan is directly managed and decided by the Minister of Education and Training, the Director of the university, Principal, or Head of the institute, in coordination with the local Department of Education and Training.

Step 2: Based on the approved enrollment plan, the enrollment council establishes and publicly announces the school's admission plan; and organizes registration for enrollment, receipt, and preparation of registration content.

Step 3: The enrollment council organizes enrollment according to the approved plan, proposes the list of admitted students to the School Principal for submission to the Director of the Department of Education and Training for approval.

For upper secondary schools under the Ministry of Education and Training, universities, research institutes, the list of admitted students is directly managed and approved by the Minister of Education and Training, Director of the university, Principal, or Head of the institute.
