Is Circular 28/2024/TT-BGDDT on specialized inspection in the education sector available?
Recently, the Ministry of Education and Training of Vietnam issued Circular 28/2024/TT-BGDDT (effective from February 10, 2025) regulating the content of specialized inspections in the education sector and internal inspections within educational institutions.
According to Article 1 of Circular 28/2024/TT-BGDDT, the content of specialized inspections in the education sector defined in Circular 28/2024/TT-BGDDT applies to the Departments of Education and Training, the Divisions of Education and Training; the Inspectorate of the Ministry of Education and Training, Inspectorate of the Departments of Education and Training; the Chief Inspector of the Ministry of Education and Training, Chief Inspector of the Departments of Education and Training; Head of the specialized inspection team, members of the specialized inspection team; educational institutions under the state management of the Ministry of Education and Training; related organizations and individuals.
Internal inspections within educational institutions outlined in Circular 28/2024/TT-BGDDT are applicable to preschools, kindergartens; general education institutions; continuing education centers, vocational - continuing education centers; boarding ethnic secondary schools, semi-boarding ethnic secondary schools, pre-university schools, pedagogical colleges, and higher education institutions under the state management of the Ministry of Education and Training; related organizations and individuals.
Furthermore, under Article 2 of Circular 28/2024/TT-BGDDT, specialized inspection and internal inspection activities must ensure the following principles:
- Complying with legal regulations, ensuring accuracy, objectivity, truthfulness, transparency, democracy, and promptness.
- Failing to overlap in scope, subjects, content, or inspection time between agencies performing inspection functions; not hindering the regular activities of agencies, organizations, and individuals being inspected.
-Linking with the implementation of professional duties, specialization, and state management responsibility over education.

What is the content of specialized inspections for the Department of Education and Training in Vietnam?
According to Article 4 of Circular 28/2024/TT-BGDDT the content of specialized inspections for the Department of Education and Training in Vietnam is stipulated as follows:
(1) Advising the Provincial People's Committee to submit to the People's Council:
- Decisions, plans, programs, projects, policies on education development, student streamlining, and career guidance in the locality in accordance with the educational development strategy and local socio-economic development plans;
- Decisions on the annual tuition fees for public educational institutions under the state management of the province according to legal regulations;
- Decisions on the official staffing of the educational management agency in the province according to legal regulations;
- Approval of the total number of staff positions for public educational institutions under the management of the province according to legal regulations.
(2) Submitting to the Provincial People's Committee to promulgate:
- Legislative documents on education within authority;
- Guidelines, organizing the implementation of legislative documents on education; integrating plans for the network of educational and training institutions into the provincial planning according to the Planning Law and relevant regulations;
- Education development plans in the area; plans, programs, and projects for the development of high school education in the area; plans for implementing the Scheme to innovate the general education program and textbooks assigned within the province; approval of establishment, permission for establishment; mergers, separations, dissolution of educational institutions as delegated within the area;
- Approval of the Scheme to arrange and reorganize public educational institutions managed in line with local realities; approval of the plan to establish, reorganize, and dissolve professional departments, departments under the Department of Education and Training according to regulations.
(3) Cooperating with the Department of Home Affairs to aggregate the annual number of staff positions for public educational institutions in the plan on staffing of public service providers of the province to submit to competent authorities for approval.
(4) Taking charge of and cooperating with relevant units to appraise conditions for establishment or permission for establishment of educational institutions as delegated; suspending operations for educational institutions under management; recruitment or delegated recruitment, use, training, and fostering educators, educational management staff, and employees in educational institutions under management.
(5) Taking charge of and cooperating with relevant agencies to perform the state management function over education of the Provincial People's Committee for higher education institutions; pedagogical colleges, provincial-level continuing education centers as delegated by the Government of Vietnam.
(6) Providing professional guidance for the Division of Education and Training and personnel in charge of education under the Commune People's Committee.
(7) Managing teaching and educational activities inside and outside schools; directing the implementation of activities on moral education, lifestyle, and school safety; organizing the implementation of the plan to deploy the Scheme to innovate the general education program and textbooks; implementing and directing the implementation of educational communication activities in the area.
(8) Regularly updating information on the team of teachers and educational management staff under management into the education sector database. Fully and promptly reporting annual and extraordinary statistics, and disclosures on the local education sector under management to the Provincial People's Committee and the Ministry of Education and Training as prescribed.
(9) Conducting inspections, and audits; resolving complaints, denunciations, proposals, and feedback; handling violations in the education sector according to legal regulations.
(10) Performing other duties as prescribed by law.
What is the content of specialized inspections regarding examinations and enrollment for entry grades of the educational levels in Vietnam?
According to Circular 28/2024/TT-BGDDT, the content of specialized inspections regarding examinations and enrollment for lower secondary schools, upper secondary schools, schools with multiple levels including lower and upper secondary education, continuing education centers, pedagogical colleges, and higher education institutions is stipulated as follows:
(1) Content of specialized inspections on examinations includes:
- Organization and management of the exam session;
- Registration for exams and preparation for organizing exams;
- Printing, transportation, and retention of question papers and test papers;
- Invigilation;
- Grading;
- Graduation recognition;
- Performance of other duties as prescribed by law.
(2) Content of specialized inspections on enrollment includes:
- Enrollment targets;
- Development and publication of the enrollment plan;
- Conditions ensuring the admissions process;
- Implementation of admission regulations;
- Inspection of school admission and checking of the records of successful candidates;
- Performance of other duties as prescribed by law.
