Recently, on December 24, 2024, the Ministry of Education and Training of Vietnam officially issued Circular 24/2024/TT-BGDDT stipulating the Regulations on High School Graduation Examination from 2025 in Vietnam from February 8, 2025.

The Regulations on High School Graduation Examination in 2025 just promulgated have many new points, most notably the reduction in the number of exam subjects and sessions.
Candidates will take exams in 4 subjects instead of the previous 6. Two compulsory subjects are Mathematics and Literature; candidates can choose two additional subjects from Chemistry, Physics, Biology, Geography, History, Economic and Legal Education, Informatics, Technology, and Foreign Languages (English, German, Russian, Japanese, French, Chinese, Korean). This is the first time that Informatics and Technology (Industry, Agriculture) have become graduation exam subjects.
With this number of exam subjects and options, candidates have 36 possible combinations.
Due to the reduction in the number of exam subjects, the number of exam sessions has also been reduced by one session compared to before, which the Ministry of Education and Training states will help reduce social pressure and costs.
The Regulations on High School Graduation Examination in 2025 mark an important milestone, as this is the first graduation exam for students taught according to the new National General Education Program (National General Education Program 2018). The 2025 High School Graduation Examination is expected to take place over two days from June 26-27.

From 2025, what are regulations on the candidates of the High School Graduation Examination in Vietnam?
According to Clause 1, Article 19 of the Regulations on High School Graduation Examination promulgated along with Circular 24/2024/TT-BGDDT (effective from February 8, 2025), the candidates for the high school graduation exam are defined as follows:
- Individuals who have completed the General Education/Continuing Education Program in the year the exam is organized;
- Individuals who have completed the General Education/Continuing Education Program but have not yet graduated from high school in previous years;
- Individuals who have a High School Graduation Diploma taking the exam for the purpose of obtaining results as a basis for enrollment application;
- Individuals with an Intermediate Diploma taking the exam to obtain results as a basis for enrollment application.
What does the application for registering for the high school graduation exam include under the new regulations in Vietnam?
According to Clause 3, Article 20 of the Regulations on High School Graduation Examination promulgated along with Circular 24/2024/TT-BGDDT (effective from February 8, 2025), the application for registering for the high school graduation exam includes:
- Registration form;
- Valid certifications to receive preferred or incentive policies (if any);
- 4x6 size photo in the style of an identity card/national identification card, taken no more than 06 months before submitting the application;
- Copy of high school academic transcript (for candidates falling under point b, Clause 1, Article 19 of the Regulations on High School Graduation Examination promulgated along with Circular 24/2024/TT-BGDDT);
- Copy of High School Graduation Diploma (for candidates falling under point c, Clause 1, Article 19 of the Regulations on High School Graduation Examination promulgated along with Circular 24/2024/TT-BGDDT);
- Copy of Intermediate Diploma, copy of the Learning Transcript or transcript of high school cultural subjects according to the Education Law and current guiding documents of the Ministry of Education and Training (for candidates falling under point d, Clause 1, Article 19 of this Regulation);
- Retain score confirmation letter (if any) from the principal of the high school where the candidate previously took the exam or from the Department of Education and Training where the candidate took the exam in case the candidate took the exam in a different province.
When are students exempt from all exam subjects in the high school graduation exam in Vietnam?
According to Clause 1, Article 39 of the Regulations on High School Graduation Examination promulgated along with Circular 24/2024/TT-BGDDT (effective from February 8, 2025), students are exempt from all exam subjects in the high school graduation exam under the following conditions:
- Those summoned to participate in the national team selection exam for international or regional Olympics in cultural subjects are exempted from all the exams of the high school graduation exam if they meet the following conditions:
+ Summoned in the second semester of grade 12;
+ Good conduct and academic performance for the entire year of grade 12 at a level from good upwards;
+ Listed in the exemption list provided by the Ministry of Education and Training.
- Those in the teams participating in international or regional Olympics in science – technology, cultural – arts are exempted from all the exams of the high school graduation exam if they meet the following conditions:
+ Summoned in the second semester of grade 12;
+ Conduct and academic performance for the entire year of grade 12 at a level of at least satisfactory;
+ Listed in the official correspondence requesting exemption and certifying participation in training and competition conformable from the recruiting agency sent to the Department of Education and Training before the high school graduation exam.
- Individuals with severe disabilities and those with severe disabilities according to Clauses 1 and 2, Article 3 Decree 28/2012/ND-CP; individuals involved in the resistance exposed to toxic chemicals reducing working capacity by 61% or more; biological descendants of individuals involved in the resistance exposed to toxic chemicals, themselves reducing working capacity by 61% or more, must meet the following conditions:
+ For disabled individuals following the general education program: Complete the high school program; eligible for the exam according to Clause 2, Article 19 of the Regulations on High School Graduation Examination promulgated along with Circular 24/2024/TT-BGDDT; have a disability certificate issued by a competent authority;
+ For disabled individuals unable to follow the general education program:
++ Confirmed academic results by the principal of the high school where registration was done.
++ Individual education plans per annum at the high school level; have a disability certificate issued by a competent authority;
+ For individuals involved in the resistance, the biological descendants of individuals involved in the resistance exposed to toxic chemicals: Complete the high school program; eligible for the exam according to Clause 2, Article 19 of the Regulations on High School Graduation Examination promulgated along with Circular 24/2024/TT-BGDDT; have a certificate of exposure to toxic chemicals reducing working capacity by 61% or more issued by a competent authority.
