Circular 11 on codes, standards, and salary classification for public employee working as student counselors in Vietnam
On September 18, 2024, the Minister of Education and Training issued Circular 11/2024/TT-BGDDT stipulating the codes, professional title standards, and salary grades for public employee working as student counselors in public general education institutions and specialized schools.
The professional titles for public employee working as student counselors include:
- Student Counselor Rank III - Code: V.07.07.24.
- Student Counselor Rank II - Code: V.07.07.23.
- Student Counselor Rank I - Code: V.07.07.22.
According to Article 3 of Circular 11/2024/TT-BGDDT, the general ethical standards for public employee working as student counselors are as follows:
- Comply with guidelines and policies of the Vietnam Communist Party, laws of the State, and regulations of the education sector;
- Be honest, objective, constantly improving ethics, and upholding the spirit of responsibility. Maintain the qualities, ethics, honor, and reputation of public employees; foster solidarity and support among colleagues and students;
- Love, treat fairly, and respect students; know how to listen, empathize, share, protect personal information, and safeguard the legitimate rights and interests of students;
- Strictly follow the regulations regarding the general responsibilities and obligations of public employees and the laws.
According to Article 9 of Circular 11/2024/TT-BGDDT, the salary grades for public employee working as student counselors are as follows:
- Professional title Student Counselor Rank III (code V.07.07.24) applies the salary coefficient for Type A1 public employees, from a salary coefficient of 2.34 to 4.98;
- Professional title Student Counselor Rank II (code V.07.07.23) applies the salary coefficient for Type A2 public employees (group A2.2), from a salary coefficient of 4.00 to 6.38;
- Professional title Student Counselor Rank I (code V.07.07.22) applies the salary coefficient for Type A2 public employees (group A2.1), from a salary coefficient of 4.40 to 6.78.

What are the responsibilities of a Student Counselor Rank III?
According to Article 4 of Circular 11/2024/TT-BGDDT, the tasks of a Student Counselor Rank III include:
- Advising on the development of plans and organizing the implementation of student counseling tasks at the school; making periodic and regular reports as prescribed;
- Managing and monitoring related records and documents for student counseling work;
- Providing counseling and support to students facing difficulties in cognition, emotions, behaviors, and social relationships that affect the development of competencies and character;
- Leading the cooperation with teachers, staff within the school, and external organizations and individuals to organize evaluations, reviews, prevention activities, and counseling and support activities for students (including individual counseling, group counseling, or collective counseling) through direct, indirect, or online counseling methods;
- Coordinating with teachers in educational activities related to student counseling and support;
- Completing professional development programs; engaging in self-study, self-professional development to enhance professional competencies;
- Performing other tasks assigned by the principal.
What are standards for a Student Counselor Rank III in Vietnam?
Besides the general ethical standards, public employee working as student counselors must meet the conditions specified in Article 4 of Circular 11/2024/TT-BGDDT as follows:
- Educational and Training Standards
+ Possess a university degree or higher in one of the following fields: Psychology; Social Work; Sociology; Teacher Education appropriate to the educational level;
+ Complete a training program according to the standards for public employee student counselor professional titles as prescribed.
- Professional Competency Standards
+ Understand the guidelines and policies of the Vietnam Communist Party, laws of the State, and regulations of the education sector regarding student counseling work;
+ Have the ability to advise on developing plans and organizing the implementation of student counseling activities at the school;
+ Recognize the psychological, physiological characteristics, and health of students; identify the diversity and sensitivity of the subjects needing counseling and support, recognize forms of harm, school violence, and proficiently perform skills in analyzing, evaluating the levels of harm and risk;
+ Have the ability to develop and implement counseling programs to prevent and protect students from harm and school violence, contributing to the comprehensive development of students' competencies and character;
+ Have legal knowledge, psychological, social, and other relevant knowledge for student counseling work to apply in professional activities; possess pedagogical communication skills and the ability to apply information technology in work;
+ Have the ability to cooperate with relevant organizations and individuals to carry out student counseling and support tasks.
