Will foreign language certificates not be converted to a score of 10 in the high school graduation exam 2025 in Vietnam?

On December 24, the Regulation on the high school graduation exam from 2025 was issued by the Ministry of Education and Training (MOET) with Circular No. 24/2024/TT-BGDDT...Download

According to Clause 2, Article 39 of the Regulation on the high school graduation exam issued with Circular No. 24/2024/TT-BGDDT (effective from February 8, 2025)...Download, the regulations are as follows:

Exemption from  papers in the high school graduation exam

...

2. Exemption from the Foreign Language paper in consideration for high school graduation assessment:

a) Members of the national team participating in international foreign language Olympiads as per the Decision of the Minister of Education and Training shall be exempted from the foreign language paper in the high school graduation assessment;

b) Individuals possessing one of the foreign language certificates stipulated in Appendix 1 issued with this Circular or foreign language certificates recognized by the Ministry of Education and Training equivalent to the 6-level foreign language competency framework used for Vietnam (achieving level 3 or above and valid until the date of exam procedures) shall be exempted from the foreign language papers in the high school graduation assessment;

c) Individuals eligible for exemption from foreign language papers but still wish to take the foreign language paper in the graduation exam must use the exam results to calculate the high school graduation assessment score.

Thus, foreign language certificates continue to be used for exemption in the graduation assessment but are not converted to a score of 10 for graduation assessment as before; the formula for calculating the graduation assessment score does not include the foreign language score in this case.

This approach encourages foreign language learning but aims for more fairness in graduation assessment. For example, previously, students with an IELTS certificate of 4.0 could convert to a score of 10 like students achieving an IELTS score of 8.5.
