Based on Article 39 of the High School Graduation Examination Regulations issued with Circular 24/2024/TT-BGDDT (effective from February 8, 2025)...Download, the following cases are exempt from taking exams in the high school graduation examination:

(1) Exemption from all exams in the high school graduation examination

- Those summoned to participate in the national team selection for the International or Regional Cultural Olympiads are exempt from all tests in the high school graduation examination if they meet the following conditions:

+ Summoned in the second semester of grade 12;

+ Achieved a good rating for conduct throughout the year of grade 12 and a satisfactory academic rating of fairly good or higher;

+ Listed on the exam exemption list of the Ministry of Education and Training.

- Members of teams participating in international or regional Olympiads in scientific, technical, cultural, or artistic fields are exempt from all tests in the high school graduation examination if they meet the following conditions:

+ Summoned in the second semester of grade 12;

+ Achieved a rating of satisfactory or higher for both conduct and academic performance throughout the year of grade 12;

+ Listed in the correspondence recommending exemption and a confirmation of participation in training and competitions, sent by the selection agency to the Department of Education and Training before the examination date.

- Individuals with severe disabilities as defined in clauses 1 and 2 of Article 3 of Decree 28/2012/ND-CP; veterans affected by chemical toxins with work capacity reduced 61% or more; biological children of those affected by chemical toxins with a 61% or more work capacity reduction, must meet the following conditions:

+ For those with disabilities studying under the common educational program: Complete the high school program, meet the eligibility requirements for the examination as specified in clause 2 of Article 19 of the High School Graduation Examination Regulations issued with Circular 24/2024/TT-BGDDT, and have a disability certification issued by a competent authority;

+ For those with disabilities who cannot follow the common educational program: Have the principal of the high school from where they registered confirm the results of their Individual Educational Plan annually at the high school level, and a disability certification issued by a competent authority;

+ For veterans and chemical toxin-affected biological children: Complete the high school program, meet the eligibility requirements for the examination as specified in clause 2 of Article 19 of the High School Graduation Examination Regulations issued with Circular 24/2024/TT-BGDDT, and have a certification of chemical toxin impact with a work capacity reduction of 61% or more by a competent authority.

(2) Exemption from the Foreign Language Exam in Graduation Recognition:

- National team members participating in International Foreign Language Olympiads as per the Decision of the Minister of Education and Training are exempt from the foreign language exam in graduation recognition;

- Individuals with one of the foreign language certificates specified in the appendix of the High School Graduation Examination Regulations from 2025, issued with Circular 24/2024/TT-BGDDT, or certificates recognized equivalent by the Ministry of Education and Training within the 6-level foreign language proficiency framework for Vietnam (at level 3 or higher and valid until the examination procedures date) are exempt from the foreign language exam in graduation recognition;

- Individuals who qualify for a foreign language examination exemption but choose to take the foreign language exam must use the exam result to calculate their graduation recognition score.

(3) Exemption from Literature Exam in Graduation Recognition:

Foreign nationals with a Vietnamese proficiency certificate at level 3 or higher according to the Vietnamese Language Proficiency Framework for foreigners are exempt from the Literature exam in the high school graduation recognition.

Note: Those eligible for exemption from the Literature exam but still wish to take it must use their exam result to calculate the graduation recognition score.

What are the subjects and conditions for participating in the high school graduation examination in Vietnam?

(1) Participants include:

- Those who have completed the general education or continuing education program in the year the examination is held;

- Those who completed the general education or continuing education program but did not graduate in previous years;

- Individuals with a high school diploma registering to use the results for university or college entrance applications;

- Individuals with an intermediate diploma registering to use the results for university or college entrance applications.

(2) Conditions for participation:

- Participants must register for the examination and submit all required documents on time;

- The participants specified in point d, clause 1, Article 19 of the High School Graduation Examination Regulations issued with Circular 24/2024/TT-BGDDT must ensure they have studied and passed the necessary cultural knowledge requirements according to the Education Law 2019 and the current guidance documents issued by the Ministry of Education and Training.

Where is the registration venue for the 2025 High School Graduation Examination in Vietnam?

- Those who completed the general education or continuing education program in the examination year can register online or directly at the high school where they attended grade 12;

- For those who completed the program but did not graduate in previous years, those with a high school diploma using the exam result for further studies, and those with an intermediate diploma using the exam result for further studies, registration can be done online or directly at the venue designated by the Department of Education and Training (referred to as the registration venue).

The head of the unit at the registration venue is responsible for performing tasks according to Article 63 of the High School Graduation Examination Regulations issued with Circular 24/2024/TT-BGDDT.
