Based on Article 60 of the 2019 Education Law:
Duties and authorities of the school
1. The school has the following duties and authorities:
a) Publicly announce the objectives, programs, educational plans, conditions ensuring the quality of education, the results of evaluations and quality accreditation; the system of diplomas and certificates of the school;
b) Organize admissions, education, training, scientific research, transfer training results and scientific research in line with functions, duties, and authorities; confirm or issue diplomas and certificates according to authority;
c) Proactively propose needs, participate in recruiting teachers, staff in public schools; manage and use teachers and staff; manage learners;
d) Mobilize, manage, use resources according to legal regulations; build physical facilities according to standards for modernization;
dd) Coordinate with families, organizations, and individuals in educational activities; organize teachers, staff, and learners to participate in social activities, serve the community.
2. The implementation of duties, organizational structure, personnel, and finance in public schools is regulated as follows:
a) Preschool education establishments, general education establishments exercise democratic regulations within the school; are accountable to society, learners, and management agencies; ensure the participation of learners, families, and society in school management. Management in Preschool education and public general education schools is regulated by the Government of Vietnam;
b) Vocational education establishments, universities exercise autonomy, are accountable according to regulations of the Vocational Education Law, Higher Education Law, and other relevant legal regulations.
3. Private schools, non-public schools have autonomy and are responsible for their planning, development plans, organizing educational activities, building and developing teaching staff, mobilizing, using, and managing resources to achieve educational goals.
In addition, under Clause 2 Article 34 of the 2012 Higher Education Law:

2. Organizing admissions:
a) Admission methods include: entrance exams, selection based on academic records, or a combination of exams and academic records;
b) Universities have the autonomy to decide on the admissions method and are responsible for the admissions process.

Therefore, according to the above regulations, universities have the right to autonomously conduct admissions.
Thus, universities are fully permitted to organize their own exams, provided they have mechanisms and notifications for candidates.

What is the maximum duration for university studies in Vietnam?
Based on Article 35 of the 2012 Higher Education Law (amended by Clause 20 Article 1 of the 2018 Amended Higher Education Law), university training duration is as follows:
- The training duration is determined based on the number of credits that must be accumulated for each program and training level.
The number of credits required for each level is specified in the Vietnamese National Qualifications Framework.
The university’s president decides on the number of credits that need to be accumulated for each program and training level in accordance with legal regulations.
- The Prime Minister of the Government of Vietnam approves the Framework of the National Education System and the Vietnamese National Qualifications Framework; stipulates the standard training time for university education levels within the framework of the national education system.
Thus, according to the above regulations, there is no specific regulation on the number of years for university education. The duration depends on the field of study and the student's learning capacity. However, typically, general programs last from 3 to 4 years.
What are regulations on university textbooks in Vietnam?
Based on Article 36 of the 2012 Higher Education Law, university textbooks must ensure the following:
- University textbooks concretize the requirements on the content of knowledge and skills as specified in the training programs for each subject, field of study, ensuring the objectives of the university education levels;
- The Ministry of Education and Training organizes the compilation of textbooks for common subjects such as political theory, national defense - security to be used as teaching and learning materials in universities;
- The president of the university organizes the compilation or selection, and approval of university textbooks for use as teaching and learning materials within the university based on the assessment of the Textbook Evaluation Council established by the university president;
- Universities must comply with regulations on intellectual property and copyright in using textbooks and publishing scientific research works.
