Based on Clause 2, Article 14 of the Law on Vocational Education 2014, the provisions are as follows:
Principal of intermediate schools, colleges
1. The principal of an intermediate school or college is the head of the school, representing the institution before the law, and is responsible for managing the school's activities. The principal's term is 5 years. The principal is appointed and reappointed according to the term and cannot exceed two consecutive terms.
The principal of a public intermediate school or college is the account holder, responsible before the law for all financial and property management activities of the school.
2. The principal of an intermediate school or college must have the following qualifications:
a) Have good qualities and ethics, and have at least 5 years of experience in teaching or participating in vocational education management;
b) Have a university degree or higher for the principal of an intermediate school; have a master's degree or higher for the principal of a college;
c) Have undergone training and retraining in vocational education management;
d) Be in good health and meet the age requirements to participate in at least one term as a principal for the appointment of the principal of public intermediate schools and colleges.

4. Authority to appoint, recognize, dismiss, and remove the principal of intermediate schools and colleges is regulated as follows:
a) Ministers, heads of ministerial-level agencies, heads of agencies under the Government of Vietnam, Chairpersons of Provincial People's Committees, heads of socio-political organizations appoint, dismiss, and remove the principal of public intermediate schools and colleges under their jurisdiction;
b) Chairpersons of Provincial People's Committees recognize and do not recognize the principal of private intermediate schools in the area upon the recommendation of the board of directors;
c) Heads of central agencies managing vocational education recognize and do not recognize the principal of private colleges upon the recommendation of the board of directors.

What are duties and powers does the principal of a vocational college in Vietnam?
Based on Clause 3, Article 14 of the Law on Vocational Education 2014, the principal of a vocational college has 10 duties and powers within the school as follows:
(1) Issue regulations within the college according to the resolutions of the school council or board of directors;
(2) Organize the implementation of resolutions of the school council or board of directors;
(3) Decide on the establishment, merger, division, separation, and dissolution of school organizations according to the resolutions of the school council or board of directors; appoint, dismiss, and remove the positions of heads and deputies of school organizations;
(4) Develop planning and development of the team of teachers and management staff; decide on the structure, and number of personnel and decide on salary based on efficiency and quality of work; recruit public employees and laborers according to the school's needs; sign work contracts and labor contracts, manage, use, and terminate contracts according to the law;
(5) Organize training activities, international cooperation, quality accreditation of vocational education, and cooperate with enterprises in training organization;
(6) Manage facilities, assets, finances, and organize the effective exploitation and use of mobilized resources for training activities according to the law;
(7) Implement information policies, report, and be subject to supervision, inspection, and audit according to the law;
(8) Develop and implement grassroots democratic regulations; be supervised by individuals, organizations, and unions within the school;
(9) Annually, report on the results of the principal's and the board's activities to the school council or board of directors;
(10) Other duties and powers as prescribed by law.
