Are candidates holding HSK certificates in Vietnam eligible for exemption from foreign language papers in the High School Graduation Exam 2025?

Under Article 39 of the Regulation on High School Graduation Exam issued with Circular 24/2024/TT-BGDDT, the regulations are as follows:

Exemption from papers in the high school graduation exam

2. Exemption from foreign language papers in high school graduation assessment:

a) Members of the national team participating in international foreign language Olympiads as per the Decision of the Minister of Education and Training shall be exempted from the foreign language paper in the high school graduation assessment;

b) Individuals possessing one of the foreign language certificates stipulated in Appendix 1 issued with thiss Regulation or foreign language certificates recognized by the Ministry of Education and Training equivalent to the 6-level foreign language competency framework used for Vietnam (achieving level 3 or above and valid until the date of exam procedures) shall be exempted from the foreign language papers in the high school graduation assessment;

c) Individuals eligible for exemption from foreign language papers but still wish to take the foreign language paper in the graduation exam must use the exam results to calculate the high school graduation assessment score.

The Appendix issued with Circular 24/2024/TT-BGDDT lists foreign language certificates as follows:

Candidates holding HSK certificates in Vietnam will be eligible for exemption from foreign language papers in the High School Graduation Exam 2025. However, to be exempted from the foreign language paper, candidates must have an HSK 3 certificate.

Besides the HSK certificate, candidates holding the Chinese language certificate - TOCFL 3 are also eligible for exemption from foreign language papers.

According to point c, clause 2, Article 42 of the Regulation on High School Graduation Exam issued with Circular 24/2024/TT-BGDDT, the regulations are as follows:

2. Category 2: An additional 0.25 points are awarded to the following candidates:

- War invalids, sick soldiers, and persons entitled to policies like war invalids with a reduction in work capacity under 81% (for continuing education);

- Children of war invalids, sick soldiers, persons entitled to policies like war invalids with a reduction in work capacity under 81%; People's Armed Forces Hero, Labor Hero; children of Vietnamese Heroic Mothers; children of People's Armed Forces Heroes, Labor Heroes;

- Ethnic minorities;

- Kinh people, foreigners residing in Vietnam with a permanent residence during high school for 3 years or more in especially difficult communes, border communes, and safe zones eligible for Program 135 investment under Decision 135/QD-TTg dated July 31, 1998, of the Prime Minister of Vietnam (calculated from when these communes completed Program 135 backward); especially difficult communes in coastal and island regions; communes in regions 1, 2, 3, and communes with especially difficult hamlets in ethnic minority and mountainous areas according to current regulations by the Prime Minister of Vietnam or Minister, Chairman of the Ethnic Committee, studying at high schools not located in the central districts of cities under the Central authority for at least two-thirds of the upper seondary education period;

What are the duties and powers of the Secretariat of the Examination Council in the High School Graduation Exam 2025 in Vietnam?

Under clause 2, Article 11 of the Regulation on High School Graduation Exam issued with Circular 24/2024/TT-BGDDT, the duties and powers of the Secretariat of the Exam Council in the High School Graduation Exam 2025 are:

- Receive and manage the exam registration data from the Department of Education and Training; assign exam numbers, and arrange exam rooms; prepare materials, forms, and templates used at Exam Places and exam rooms;

- Receive and preserve the written papers of candidates sealed in envelopes/bags (hereafter referred to as bags) still bearing the intact seal from Exam Places; hand over written papers sealed in bags from Exam Places to the Header Removal Board; receive, preserve written papers marked without identity and sealed from the Header Removal Board;

Hand over marked written papers sealed in bags from the Header Removal Board to the Paper Marking Board; receive, and reserve identity-less fronts sealed in bags from the Header Removal Board after the written paper marking process is completed;

Receive papers from the Paper Marking Board; consolidate aper marking results daily and report to the required levels; manage documents related to written papers; draft records of paper marking point handling (if any); organize the entry of essay Exam Places;

- Receive and preserve candidates' Multiple choice answer sheet sealed in bags from Exam Places; hand over the Multiple choice answer sheets sealed in bags from Exam Places to the Paper Marking Board and conduct related professional tasks; manage documents related to the Multiple choice answer sheets;

- Enter scores, cross-check, review, analyze the exam results and scoring distribution for exam subjects according to regulations; manage exam result data;

- Perform other tasks assigned by the Chairman of the Examination Council.
