Under Clause 1 Article 32 of Decree 115/2020/ND-CP, as amended by Clause 16 Article 1 of Decree 85/2023/ND-CP, the criteria and conditions for registering for consideration for promotion to higher professional titles in Vietnam are regulated as follows:

1. Public employees can register for consideration for promotion to a higher professional title when they meet the following criteria and conditions:

a) Have quality graded as good completion of assigned duties or better in the working year immediately preceding the year they are considered for promotion; have good political and professional ethics; not subject to disciplinary action; not in the period of implementing regulations related to discipline according to the rules of the Communist Party off Vietnam and the law;

b) Have the capacity, professional knowledge, and skills to undertake the duties at a higher professional grade adjacent to the current grade in the same professional field;

c) Meet the requirements regarding diplomas, certificates, and other requirements of the standard being considered for promotion. In cases where at the time of consideration for promotion the ministry managing the specialized professional titles of public employees has not yet issued the content, program, form, and training duration regulations according to Clause 1 Article 64 of this Decree, then it is not necessary to meet the requirements for a professional title training certificate; public employees are considered to have met the standards and conditions of the grade being considered;

Thus, one of the conditions for being considered for promotion in the higher professional title for teachers is to have quality graded as good completion of assigned duties or better in the working year immediately preceding the year they are considered for promotion.

Therefore, teachers whose quality is graded as non-completion of assigned duties in Vietnam arre not considered for promotion to higher professional titles.

When do teachers in Vietnam have the quality graded as non-completion of assigned duties?

Under Article 15 of Decree 90/2020/ND-CP, as amended by Clause 4 Article 1 of Decree 48/2023/ND-CP, teachers have the quality graded as non-completion of assigned duties when one of the following criteria is met:

- Exhibiting signs of ideological, ethical, and lifestyle degradation, self-evolution, and self-transformation as evaluated by competent authorities

- Having more than 50% of the criteria on task performance results according to the signed working contract, set plan, or specific assigned tasks that do not ensure the progress, quality, or effectiveness

- Having acted in a way that leads to disciplinary action in the evaluation year

What are the general criteria for political ideology in the assessment and grading of the quality of teachers in Vietnam?

Under Clause 1 Article 3 of Decree 90/2020/ND-CP regarding general criteria for assessment and grading of the quality of Vietnamese officials and public employees:

1. Political ideology

a) Comply with the guidelines, policies, and regulations of the Communist Party of Vietnam, the laws of the State, and the organizational and disciplinary principles of the Communist Party of Vietnam, especially the principles of democratic centralism, self-criticism, and criticism;

b) Have a solid political stance; persist in principles; do not waver in the face of difficulties and challenges;

c) Place the interests of the Communist Party, the nation, the people, and the collective above individual interests;

d) Have the awareness to research, learn from, and apply Marxism-Leninism, the Ho Chi Minh ideological theory, resolutions, directives, decisions, and documents of the Communist Party of Vietnam.

Thus, the general criteria for political ideology in the assessment and grading of the quality of teachers in Vietnam are stipulated as follows:

- Comply with the guidelines, policies, and regulations of the Communist Party of Vietnam, the laws of the State, and the organizational and disciplinary principles of the Communist Party of Vietnam, especially the principles of democratic centralism, self-criticism, and criticism;
