What are regulations on academic performance evaluations conducted per semester and academic year in Vietnam?
According to Article 10 of the undergraduate training regulations attached to Circular 08/2021/TT-BGDDT:
(1) Student performance is evaluated after each semester or academic year, based on results of the curricular components required by the training program that students have studied and graded according to the following criteria:
- Total credits from failed courses in a semester, an academic year, or those carried forward from the beginning of the program;
- Total credits from courses the student has passed since the beginning of the program (accumulated credits), including credits for exempt courses or recognized courses;
- Average grade of courses taken during a semester (semester GPA), an academic year (annual GPA), or since the beginning of the program (cumulative GPA), computed based on the official grade for each course and its credit weight.
(2) To calculate the GPA, letter grades are converted to numerical scores as below, except as stipulated in clause (4).
Grades exceeding the standard letter system are converted to corresponding scores on a scale from 0 to 4 as determined by the institution (if applicable).
A converts to 4;
B converts to 3;
C converts to 2;
D converts to 1;
F converts to 0.
(3) Letter grades not stated in clause (2) are not factored into the semester, annual, or cumulative GPAs. Courses not within the training program's requirements are excluded from the student performance evaluation criteria.
(4) Training institutions that use the year-based system and a 10-point scale calculate GPAs on this scale, without converting letter grades to a 4-point scale. In this instance, the institution’s regulations provide specific performance measures equivalent to and replacing the provisions in Article 12 of this Regulation.
(5) Students are classified by academic performance based on semester GPA, annual GPA, or cumulative GPA as follows:

From 3.2 to under 3.6: Very Good;
From 2.5 to under 3.2: Good;

From 4.0 to under 5.0: Weak;
Below 4.0: Poor.

- First-year level: N < M;
- Second-year level: M ≤ N < 2M;
- Third-year level: 2M ≤ N < 3M;
