Based on Article 1 of the Regulations on the Contest for Excellent Teachers in Preschool Education Institutions; excellent teachers, and excellent homeroom teachers in general education institutions issued together with Circular 22/2019/TT-BGDDT as follows:

Scope and Subjects of Application

1. These regulations pertain to the Contest for Excellent Teachers in Preschool Education Institutions; excellent teachers, and excellent homeroom teachers in general education institutions (hereinafter collectively referred to as excellent teachers, and excellent homeroom teachers) including: Content, criteria, dossier for participation in the contest; the authority to organize the contest, the Organizing Committee, and the Contest Jury; organizing the contest for excellent teachers, and excellent homeroom teachers.

2. This regulation applies to teachers who are taking care, nurturing, and educating children in preschools, nursery schools, daycare centers, child groups, and independent preschool classes (hereinafter collectively referred to as Preschool education institutions); teachers who are teaching, undertaking homeroom duties in primary schools, secondary schools, high schools, multi-level schools, boarding ethnic minority schools, semi-boarding ethnic minority schools, and specialized high schools (hereinafter collectively referred to as general education institutions) and related organizations and individuals.

Thus, the Contest for Excellent Teachers as stipulated in Circular 22/2019/TT-BGDDT applies to teachers who are taking care, nurturing, and educating children in Preschool education institutions.

Therefore, the regulation does not distinguish between official preschool teachers and probationary preschool teachers. Hence, probationary preschool teachers still fall under the targeted group for the school's excellent teacher competition.

Therefore, according to the regulations, probationary preschool teachers can participate in the excellent teacher competition.

Additionally, to register for the excellent teacher competition, probationary teachers must meet the standard of ensuring professional competence at a level of good or above for the year immediately preceding the contest year, in accordance with Articles 6, 7, and 8 of Circular 22/2019/TT-BGDDT.

What documents do probationary preschool teachers need to prepare to participate in the school's excellent teacher competition?

Based on Article 9 regarding the Contest for Excellent Teachers in Preschool Education Institutions; excellent teachers, and excellent homeroom teachers in general education institutions (issued together with Circular 22/2019/TT-BGDDT) as follows:

*For the school level, the dossier includes:

(1) Results of professional competence assessment (including the evaluation results of professional competence and verifiable evidence);

(2) Confirmation from the head of the educational institution along with verifiable evidence of helping learners make significant progress through effective application of measures in caring, nurturing, and educating children; in teaching and class management.

*For district and provincial levels, the dossier includes:

- The list of teachers registering for the district-level contest, confirmed by the head of the Preschool education institution, primary school, secondary school;

- The list of teachers registering for the provincial-level contest, confirmed by the head of the Department of Education and Training, and the head of the affiliated high school.

- The list sent along with verifiable evidence confirming eligibility according to the contest regulations;

- Confirmation from the head of the educational institution along with verifiable evidence of helping children and students make significant progress through effective application of measures in caring, nurturing, and educating children; in teaching and class management.

Therefore, probationary preschool teachers participating in the school's excellent teacher competition need to prepare the dossiers as specified in (1) and (2).

What are the contents that probationary preschool teachers need to prepare for the school's excellent teacher competition in Vietnam?

According to Article 8 regarding the Contest for Excellent Teachers in Preschool Education Institutions; excellent teachers, and excellent homeroom teachers in general education institutions (issued together with Circular 22/2019/TT-BGDDT), probationary preschool teachers participating in the school’s excellent teacher competition will prepare the following contents:

- Conducting a session to organize educational activities (class activities or experiential activities or experiential career guidance activities) according to the educational plan at the time of the contest.

The educational activity session for the contest is conducted for the first time in the classroom with the original number of students in that class.

Teachers are not allowed to conduct a preliminary lesson (trial teaching) for the educational activity session participating in the contest during the school year in which the contest is held.

Teachers are informed and have time to prepare for the educational activity session for no more than two days before the contest;

- Presenting a measure that contributes to improving the quality of homeroom class work at the educational institution where the teacher is working. The presentation duration should not exceed 30 minutes, including the time for the Jury to exchange.

The measure must be confirmed by the head of the educational institution as effectively applied and being used for the first time to register for the excellent homeroom teacher competition in general education institutions and has not been previously used to evaluate personal commendation achievements.
