Pursuant to Article 3 of the Regulations on the Excellent Teacher Competition for Preschool Education, Excellent Teacher and Homeroom Teacher at General Education Institutions issued together with Circular 22/2019/TT-BGDDT):

Levels of Organization, Cycle, and Participants in the Competition

1. School-level, district-level, and provincial-level Excellent Teacher and Homeroom Teacher Competitions:

a) The school-level Excellent Teacher and Homeroom Teacher Competition is organized every 2 years by the school. Participants are teachers working at the school organizing the competition;

b) The district-level Excellent Teacher and Homeroom Teacher Competition is organized every 2 years by the district education and training office. Participants are teachers working at Preschool education, primary, and lower secondary education institutions within the district (ward, district-level town, provincial-level city) organizing the competition;

c) The provincial-level Excellent Teacher and Homeroom Teacher Competition is organized every 4 years by the provincial education and training department. Participants are teachers working at Preschool and general education institutions within the province, centrally-run city organizing the competition.

2. The number of teachers participating in the Excellent Teacher and Homeroom Teacher Competitions at all levels is decided by the principals of kindergartens, nursery schools, general education institutions, the head of the education and training office, the director of the education and training department based on management hierarchy, ensuring suitability with actual conditions, facilities, and local budget every year.

3. The head of the education and training office specifies the number of Preschool teachers participating in the school-level competition for independent kindergarten groups and nursery classes.

In addition, the venue for organizing the Excellent Teacher Competition is also stipulated in Article 4 of the Regulations on the Excellent Teacher Competition for Preschool Education; Excellent Teacher and Class Homeroom Teacher at General Education Institutions issued together with Circular 22/2019/TT-BGDDT) as follows:

Time and Venue of the Competition

The time and venue for organizing the Excellent Teacher and Homeroom Teacher Competition are specified in the implementation plan from the beginning of the school year decided by the head of the unit based on management hierarchy (school level: Principal decides, district level: Head of education and training office decides, provincial level: Director of education and training department decides), ensuring no disruption to the progress and quality of student learning. Depending on geographical conditions and the number of participating teachers, it can be divided into several testing points and small clusters to ensure no difficulty for participating teachers.

For the school-level Excellent Teacher Competition organized every 2 years by the school, participants must be teachers working at the organizing school.

Thus, based on the above regulations, the school-level Excellent Teacher Competition is organized by each school, and only teachers from that school can participate.

Therefore, lower secondary school teachers are not allowed to participate in the school-level Excellent Teacher Competition organized at another school within the same locality.

Pursuant to Article 5 of the Regulations on the Excellent Teacher Competition for Preschool Education; Excellent Teacher and Homeroom Teacher at General Education Institutions issued together with Circular 22/2019/TT-BGDDT) as follows:

Recognition of Excellent Teacher and Homeroom Teacher Titles

1. Teachers are recognized as Excellent Teachers and Homeroom Teachers and are awarded certificates from the organizing authority of the competition when they participate in all sections of the competition and meet the assessment criteria of participating teachers as stipulated by each level at Article 17 of these Regulations.

2. The titles of Excellent Teacher and Homeroom Teacher are retained as follows: The school-level titles are retained for 1 year following the year of recognition; district-level titles are retained for 1 year following the year of recognition; provincial-level titles are retained for 3 years following the year of recognition.

3. The titles of Excellent Teacher and Homeroom Teacher are retained and not used as criteria to participate in higher level Excellent Teacher and Homeroom Teacher Competitions.

Thus, lower secondary school teachers are recognized as Excellent Teachers and are awarded certificates from the organizing authority of the competition when they participate in all sections of the competition and meet the assessment criteria as stipulated by each level at Article 17 of the Regulations on the Excellent Teacher Competition for Preschool Education; Excellent Teacher and Homeroom Teacher at General Education Institutions issued together with Circular 22/2019/TT-BGDDT).
