Under Article 4 of Joint Circular 18/2015/TTLT-BGDDT-BLDTBXH on entities eligible for exemption or postponement from pursuing National Defense and Security Education:

Entities eligible for exemption or postponement from pursuing National Defense and Security Education

1. Entities exempted from pursuing National Defense and Security Education

a) Students possessing a reserve officer certificate or a diploma issued by military or police academies;

b) Students who have a National Defense and Security Education certificate corresponding to their educational level;

c) Students who are foreigners.

2. Entities exempted from both studying and examination of certain parts or content within the National Defense and Security Education program include students with certification of results in those parts or content with scores of 5 or above on a scale of 10.

3. Entities exempted from studying certain military skill practice contents:

a) Students with disabilities who have a confirmation of disability according to legal provisions on persons with disabilities;

b) Students who are not physically fit or have illnesses exempting them from military service under current regulations;

c) Students who have completed military or police service.

4. Entities eligible for postponement from pursuing National Defense and Security Education

a) Students undergoing long-term treatment due to health reasons, with certification from the hospital where they are treated;

b) Female students who are pregnant or on maternity leave according to current regulations.

5. The directors and principals of educational institutions consider postponement from National Defense and Security Education for entities specified in point a and b of clause 4 of this Article. After the postponement period, educational institutions will arrange suitable classes for students to complete the program.

Therefore, students with achievements in provincial physical education will not be eligible for exemption from pursuing National Defense and Security Education. Consequently, they are still required to pursue National Defense and Security Education.

What are the regulations on teachers and lecturers teaching National Defense and Security Education in Vietnam?

Under Article 23 of the Law on National Defense and Security Education 2013, the regulations regarding teachers and lecturers teaching National Defense and Security Education are as follows:

- Teachers and lecturers teaching National Defense and Security Education include dedicated, visiting instructors, and seconded military and police personnel.

- Teachers and lecturers teaching National Defense and Security Education must have a bachelor's degree in this field or higher; if they possess a degree in another major, they must have a teaching professional training certificate and a teacher training certificate in national defense and security education.

- The Government of Vietnam will specify the qualification standards for teachers and lecturers in accordance with each category of national defense and security education; along with the timeframe and roadmap for completion.

What are the regulations on training and retraining for teachers and lecturers teaching National Defense and Security Education in Vietnam?

According to Article 24 of the Law on National Defense and Security Education 2013, regulations on training teachers and lecturers teaching National Defense and Security Education are as follows:

(1) The training of teachers and lecturers teaching National Defense and Security Education is as follows:

- Standard specialized training focused over 4 years for individuals with an upper secondary diploma;

- A second degree focused over 2 years for those with a university degree in a different field;

- An 18-month second degree program for teachers and lecturers currently teaching in upper secondary schools, vocational education institutions, and universities, who have a national defense and security training certificate with training lasting at least 6 months.

(2) teachers and lecturers teaching National Defense and Security Education must participate in regular retraining and workshops at institutions of the People's Armed Forces and national defense and security education centers.

(3) The Government of Vietnam will set conditions for higher education institutions and People's Armed Forces schools authorized to train teachers and lecturers teaching National Defense and Security Education, and the Ministry of Education and Training will decide on qualifying institutions.

The Ministry of Education and Training, related ministries, central authorities, and the Provincial People's Committees will direct their respective educational institutions to formulate plans for recruitment, training, and hiring of national defense and security education teachers and lecturers in education institutions from upper secondary education to undergraduate education.
