Pursuant to Article 4 of the Regulations on the Recognition of Lower Secondary School Graduation issued together with Circular 31/2023/TT-BGDDT, the conditions for graduation recognition are defined as follows:
Conditions for Graduation Recognition
Students are recognized for graduation if they meet the following conditions:
1. Not exceeding the age of 21 (calculated by year) for students who have completed the general education program at the lower secondary level; from 15 years of age (calculated by year) for learners who have completed the continuing education program at the lower secondary level.
In the case of students returning from abroad, skipping grades, or studying at an age higher than the prescribed age, they will follow the age regulations according to the educational level set by the Ministry of Education and Training.
- Have completed the general education program at the lower secondary level or the continuing education program at the lower secondary level.
- Have full documentation as prescribed in Article 6 of this Regulation.
Thus, students exceeding the age of 21 (calculated by year) for those who have completed the general education program at the lower secondary level will not be eligible for lower secondary school graduation recognition.
For learners participating in the continuing education program at the lower secondary level, those over 15 years of age will not be eligible for lower secondary school graduation recognition.
Additionally, in the case of students returning from abroad, skipping grades, or studying at an age higher than the prescribed age, they will follow the age regulations according to the educational level set by the Ministry of Education and Training.

What is the number of occasions of lower secondary school graduation recognition in a year in Vietnam?
Pursuant to Article 3 of the Regulations on the Recognition of Lower Secondary School Graduation issued together with Circular 31/2023/TT-BGDDT, the number of occasions lower secondary school graduation can be considered is defined as follows:
Number of occasions for graduation recognition in a year
- For educational institutions implementing the general education program at the lower secondary level, within a year, students who have completed grade 9 can be considered for graduation up to 02 (two) occasions. The first graduation recognition is conducted immediately after the end of the school year. The second graduation recognition (if any) is conducted before the start of the new school year.
- For educational institutions implementing the continuing education program at the lower secondary level, within a year, students who have completed grade 9 can be considered for graduation at least 01 (once) immediately after the end of the school year.
Thus, there can be up to 02 (two) occasions for lower secondary school graduation recognition within a year for educational institutions implementing the general education program at the lower secondary level.
The first graduation recognition is conducted immediately after the end of the school year. The second graduation recognition (if any) is conducted before the start of the new school year.
Institutions implementing the continuing education program at the lower secondary level must conduct graduation recognition at least 01 (once) immediately after the end of the school year.

Graduation Recognition Council
- The Graduation Recognition Council (hereinafter referred to as the Council) is established by a decision of the Head of the Department of Education and Training upon the recommendation of the educational institution. Each educational institution with students completing grade 9 in the year of graduation recognition establishes 01 (one) Council.
- Composition, tasks, and powers of the Council:
a) The Council's composition includes: Chairman, Vice Chairman, Secretary, and members. The Chairman of the Council is the principal or director or head (hereinafter referred to as the head) of the educational institution or deputy head of the educational institution; The Vice Chairman of the Council is a deputy head or head of the academic department of the educational institution; Members of the Council are teachers, including grade 9 homeroom teachers, representatives of the school council, Secretary of the Ho Chi Minh Communist Youth Union, or Head of the Ho Chi Minh Young Pioneer Organization of the educational institution; The Council Secretary is selected from among its members. The number of Council members is odd, with a minimum of 07 (seven) members.
