Based on Clause 3, Article 5 of Circular 44/2011/TT-BGDDT:
Standards for Visiting Teachers
- For teaching subjects, specialized courses stipulated in the preschool education, general education, vocational secondary education, higher education, and continuing education to obtain a diploma from the national education system, visiting teachers must meet the standards specified in Clause 2, Article 70 of the Education Law ; if they are staff teachers, they must meet the professional standards of the level they are teaching.
- For teaching specialized courses not included in the above-mentioned programs to obtain a diploma, visiting teachers must have appropriate educational qualifications and specialized experience.
- For teaching foreign language and computer proficiency training programs at continuing education centers, visiting teachers must have qualifications of at least a college degree.
- For the activities stipulated at point c, clause 1, Article 2 of this regulation, visiting teachers must meet the standards specified in Clause 2, Article 70 of the Education Law and the master's and doctoral training regulations.
- For the activities stipulated at point d, clause 1, Article 2 of this regulation, visiting teachers must meet the experimental, practical, and internship requirements of the subject, course, and educational program; and meet the standards for experimental staff.
Thus, according to the regulations, it is not mandatory to have a bachelor's degree. For teaching foreign language and computer proficiency courses at continuing education centers, visiting teachers only need to have qualifications of at least a college degree.

Can visiting teachers who are public employees in Vietnam be contracted under labour contracts?
According to point a, clause 1, Article 7 of Circular 44/2011/TT-BGDDT, the policies for visiting teachers in educational institutions issued by the Minister of Education and Training are as follows:
Visiting Teacher Contract
- For visiting teachers who are officials and public employees
a) A visiting teacher contract is a task or job-based contract. The conclusion, implementation, amendment, and termination of the visiting teacher contract comply with Section 7, Chapter XVII of the Civil Code. Labour contracts do not apply to the visiting teaching activities of officials and public employees.
b) The visiting teacher contract must include a clause that the visiting teacher commits to ensuring the completion of their duties at their workplace.
- For visiting teachers who are not officials and public employees
a) For the activities stipulated at points a, b, c, d, clause 1, Article 2 of this regulation, the visiting teacher contract is a labour contract as regulated in the Labour Code. The conclusion, implementation, and termination of the visiting teacher contract, as well as complaints, denunciations, and the resolution thereof, comply with the provisions of labour law.
b) For the visiting teaching activities stipulated at point đ, clause 1, Article 2 of this regulation, the visiting teacher contract is a task or job-based contract. The conclusion, implementation, amendment, and termination of the visiting teacher contract comply with Section 7, Chapter XVII of the Civil Code.
Thus, for visiting teachers who are public employees, the visiting teacher contract will be a task or job-based contract and will be adjusted under the Civil Code 2015. For these individuals, labour contracts do not apply to their visiting teaching activities.
What are responsibilities and rights of visiting teachers in Vietnam?
According to Article 8 of Circular 44/2011/TT-BGDDT, the responsibilities of visiting teachers are:
- Perform the duties of a teacher in accordance with the law on education.
- Comply with legal provisions related to visiting teacher contracts.
- Fulfil the commitments in the visiting teacher contract.
- Visiting teachers who are officials and public employees must ensure the completion of their duties at their workplace; incorporate the visiting teaching plan into their work program; and report to the head of their organization before and after the conclusion of the visiting teacher contract.
According to Article 9 of Circular 44/2011/TT-BGDDT, the rights of visiting teachers include:
- They are entitled to remuneration, salary, and benefits as agreed upon in the visiting teacher contract and in accordance with the law.
- They can participate in professional activities, professional training, educational professional development, and scientific research at the host institution; they are eligible for awards and consideration for the recognition and appointment of professorship and associate professorship titles in accordance with the law.
- The host institution must provide and support them with necessary documents, equipment, and working conditions; they are to be evaluated, classified, and rewarded if they have achievements in educational and training activities as stipulated by law.
