What are procedures for awarding the honorary title of Doctor to teachers in Vietnam?

3. Awarding process:

a) The higher education institution convenes a meeting of the scientific and training council to consider awarding, ensuring compliance with the subjects and conditions prescribed in Clauses 1 and 2 of this Article;

b) Based on the resolution of the scientific and training council, the head, the director of the higher education institution shall present to the university council for review and approval. Based on the council’s resolution, the head, the director makes the awarding decision and organizes the ceremony;

c) If necessary, the head, director of the higher education institution may request in writing to the Ministry of Foreign Affairs, Ministry of Public Security, or the representative agency of the country of the proposed recipient for an opinion on compliance with the laws of Vietnam, the laws of the host country, and the international treaties to which Vietnam is a signatory.

4. The higher education institution that offers doctoral level training designs, prints, issues, and manages the honorary Doctor’s degree. The honorary Doctor’s degree must clearly state the title “Honorary Doctor,” does not include the “Doctor’s degree” and does not specify the field of study; the institution must publicly disclose the information of the recipient on its website and send the awarding decision to the Ministry of Education and Training after each awarding.
