2. Internationally reputable political and social activists, teachers, scientists who are Vietnamese residing abroad, and foreigners with significant contributions to the education and science fields of Vietnam, who hold a doctoral degree, may be awarded the honorary title of Professor by higher education institutions.

3. The Government of Vietnam provides detailed regulations on this Article.

What are procedures for awarding the honorary title of Doctor to teachers in Vietnam?

According to Article 4 of Decree 84/2020/ND-CP regarding the awarding of the honorary title of Doctor:

3. Awarding process:

a) The higher education institution convenes a meeting of the scientific and training council to consider awarding, ensuring compliance with the subjects and conditions prescribed in Clauses 1 and 2 of this Article;

b) Based on the resolution of the scientific and training council, the head, the director of the higher education institution shall present to the university council for review and approval. Based on the council’s resolution, the head, the director makes the awarding decision and organizes the ceremony;

c) If necessary, the head, director of the higher education institution may request in writing to the Ministry of Foreign Affairs, Ministry of Public Security, or the representative agency of the country of the proposed recipient for an opinion on compliance with the laws of Vietnam, the laws of the host country, and the international treaties to which Vietnam is a signatory.

  1. The higher education institution that offers doctoral level training designs, prints, issues, and manages the honorary Doctor’s degree. The honorary Doctor’s degree must clearly state the title “Honorary Doctor,” does not include the “Doctor’s degree” and does not specify the field of study; the institution must publicly disclose the information of the recipient on its website and send the awarding decision to the Ministry of Education and Training after each awarding.

Thus, the procedures for awarding the honorary Doctor title to teachers are as follows:

What are the educational qualification standards for teachers in Vietnam?

According to Article 72 of the Law on Education 2019, the educational qualification standards for teachers in Vietnam are stipulated as follows:

- Must have a diploma from a pedagogical college or higher for preschool teachers;

- Must have a bachelor's degree in a teaching field or higher for primary, lower secondary, and upper secondary school teachers.

In cases where no teachers with a bachelor's degree in a teaching field are available for a subject, a bachelor's degree in a relevant major accompanied by a pedagogical skills certificate is required;

- Must have a master's degree for teachers teaching at the university level; must have a doctoral degree for teachers teaching and supervising master's theses or doctoral dissertations;

- The educational qualification standards for teachers in vocational educational institutions are implemented according to the regulations of the Vocational Education Law 2014.

  1. The State has encouraging policies, preferential allowance policies, and other preferential policies for teachers working in areas with extremely difficult socio-economic conditions.
  1. The Government of Vietnam provides detailed regulations on this Article.

Thus, teachers implementing inclusive education are entitled to allowances and preferential policies.
