Under Article 1 of the Charter of the Communist Party of Vietnam 2011:

1. Members of the Communist Party of Vietnam are revolutionary fighters in the vanguard of the working class, working people, and the Vietnamese nation, striving for the purposes and ideals of CPV for life, placing the interests of the Fatherland, the working class, and the working people above personal interests; strictly adhering to the political program, CPV Charter, CPV's resolutions, and the laws of the State; engaging in labor, completing assigned tasks well; maintaining ethics and healthy lifestyles; closely being attached to the people; obeying the organization's discipline of CPV, and safeguarding unity within CPV.

2. Vietnamese citizens from eighteen years of age or older, who acknowledge and voluntarily implement the political program, CPV Charter, the standards and tasks of communist party members, actively work in a grassroots party organization, are trusted by the people in practice, may be considered for admission to CPV.

Therefore, joining the Communist Party of Vietnam is voluntary. Hence, upper secondary school teachers are not required to join the Communist Party of Vietnam.

Must upper secondary school teachers who wish to join the Communist Party of Vietnam be recommended by 02 official communist party members?

According to Clause 1, Article 4 of the Charter of the Communist Party of Vietnam 2011:

Procedures for communist party member admission (including re-admission):

1. A person joining the Communist Party of Vietnam must:

- Submit a voluntary application to join the Communist Party of Vietnam;

- Truthfully report their background to CPV cell;

- Be recommended by two official communist party members.

In places where the Ho Chi Minh Communist Youth Union is organized, young persons joining the Communist Party of Vietnam must be union members and be recommended by the grassroots union executive committee and an official communist party member.

In agencies and enterprises where the Ho Chi Minh Communist Youth Union is not organized, a person must be a union member of the labor union, recommended by the grassroots labor union executive committee and an official communist party member.

Therefore, upper secondary school teachers who wish to join the Communist Party of Vietnam must be recommended by two official communist party members. The person recommending the upper secondary school teacher to CPV must meet the following conditions:

- Be an official communist party member and have worked with the prospective communist party member for at least one year;

- Report to the CPV cell about the background, qualities, and capabilities of the prospective communist party member and be responsible for their introduction. Any uncertainties must be reported to the CPV cell and the higher authorities for review.

What is the period for acting as a reserve communist party member for upper secondary school teachers to be admitted to the Communist Party of Vietnam?

At Article 3 of the Charter of the Communist Party of Vietnam 2011:

1. Persons admitted to the Communist Party of Vietnam must undergo a twelve-month reserve period starting from the day CPV cell organizes the admission ceremony. During the reserve period, CPV cell continues to educate, train, and assign an official communist party member to help the reserve communist party member make progress.

2. At the end of the reserve period, CPV cell reviews and recognizes official communist party members one by one and holds a vote as done during admission; if the member does not meet CPV member criteria, CPV cell proposes removal of their name from the list of reserve communist party members to the competent authority.

3. The resolution of CPV cell regarding the proposal to recognize official communist party members must be decided by the competent authority.

4. Official communist party members’ seniority is calculated from the date noted in the admission decision.

Thus, an upper secondary school teacher admitted to the Communist Party of Vietnam must undergo a twelve-month reserve period starting from the day the CPV cell organizes the admission ceremony.

What are the rights of upper secondary school teachers who are communist party members in Vietnam?

Under Article 3 of the Charter of the Communist Party of Vietnam 2011:

Communist party members have the right:

1. To be informed and discuss matters regarding the political program, CPV Charter, CPV’s guidelines, policies, and to vote on CPV’s work.

2. To stand for election, be nominated, and vote for the leadership bodies at all levels of CPV as stipulated by the Central Committee.

3. To criticize and question the activities of CPV organization and communist party members at all levels within the organization; report and propose to the responsible bodies and request for a response.

4. To present opinions when CPV organization reviews, and decides on tasks, or disciplines concerning themselves.

Reserve communist party members have the above rights except for the rights to vote, stand for election, and vote for CPV's leadership bodies.

Thus, an upper secondary school teacher who is a communist party member has the following rights:

- To be informed and discuss matters regarding the political program, CPV Charter, CPV’s guidelines, and policies, and to vote on CPV’s work.

- To stand for election, be nominated, and vote for the leadership bodies at all levels of CPV as stipulated by the Central Committee.

- To criticize and question the activities of CPV organization and communist party members at all levels within the organization; report and propose to the responsible bodies and request for a response.

- To present opinions when CPV organization reviews, and decides on tasks, or disciplines concerning themselves.

In case the upper secondary school teacher is a reserve communist party member, they will not have the rights to vote, stand for election, and vote for CPV's leadership bodies.
