According to Clause 1, Article 8 of Decree 84/2020/ND-CP, the subjects eligible for consideration and grant of academic encouragement scholarships include:
[1] Students in specialized upper secondary school classes in higher education institutions, specialized schools with good conduct, and excellent academic performance during the period of consideration for scholarship awards, having scores in specialized subjects of 8.5 or higher or achieving one of the prizes from consolation prize or higher in national excellent student contests, regional or international competitions of that year;
[2] Students in gifted schools of art, physical training, and sports with good conduct of at least quite level, and an academic performance of at least average in the scholarship consideration period and achieving medals in national, regional, or international competitions of that academic year;
[3] Students and trainees studying in vocational education institutions and higher education institutions with at least quite academic and training results and no disciplinary actions from reprimand level or higher during the scholarship consideration period.
Therefore, according to the above regulation, upper secondary school students in higher education institutions or specialized schools who meet the requirements can be granted academic encouragement scholarships.

What is the amount of the academic encouragement scholarship for upper secondary school students in Vietnam?
According to Clause 2, Article 8 of Decree 84/2020/ND-CP, the academic encouragement scholarship amounts are prescribed as follows:
Scholarship amounts for subjects [1] and [2]:
- For specialized schools, gifted schools of art, physical training, and sports, the scholarship per student per month is at least three times the current tuition fee of specialized upper secondary schools in the locality;
- For specialized upper secondary school classes in higher education institutions, the scholarship per student is determined by the rector of the higher education institution but not lower than the current tuition ceiling that the student has to pay at school;
- For schools that do not charge tuition, the minimum scholarship is three times the tuition ceiling of local upper secondary schools.
Scholarship amounts for [3]:
- Scholarship for students of fair grade: The scholarship is equal to or higher than the current tuition ceiling of the major, field of study, or profession that the students have to pay at school, as prescribed by the rector (hereinafter referred to as the rector) for students with an overall academic and conduct average of at least quite. For private schools, the minimum scholarship is prescribed by the rector.
For training programs that do not charge tuition, the unit price is applied according to the State's contract, task assignment, or bidding for the training sector of the school;
- Scholarship for students of good grade, the scholarship amount is higher than the quite level as prescribed by the rector for students with an overall academic average of excellent and conduct of good or higher;
- Scholarship for students of good grade: The scholarship amount is higher than the excellent level as prescribed by the rector for students with an overall academic and conduct average of outstanding;
- The overall academic and conduct averages mentioned above are determined according to current regulations of the Ministry of Education and Training, Ministry of Labor, War Invalids and Social Affairs; in which the overall academic average for scholarship consideration is calculated from the first exam, subject test score.
What are the duties of upper secondary school students in Vietnam?
According to Article 34 of the school regulation of lower secondary schools, upper secondary schools, and schools with multiple academic levels issued by the Ministry of Education and Training attached to Circular 32/2020/TT-BGDDT, secondary school students have specific duties as follows:
- Fulfill learning and training tasks according to the school's education program and plan.
- Respect parents, staff members, teachers, school personnel, and elders; unite and help each other in learning and training; follow the school's regulations and rules and comply with State laws.
- Exercise, and maintain personal hygiene.
- Participate in collective activities of the school, the class, the Ho Chi Minh Young Pioneer Organization, and the Ho Chi Minh Communist Youth Union; help their families, involve in labor and social activities, environmental protection activities, and observe traffic safety rules.
- Preserve and protect school and public assets; contribute to building, protecting, and promoting the school's traditions.
