Based on Clause 2, Article 15 of Decree 81/2021/ND-CP, the subjects eligible for tuition fee exemption are as follows:
Subjects eligible for tuition fee exemption
- Subjects as prescribed in the Ordinance on Preferential Treatment of People with Meritorious Services to the Revolution if they are studying at educational institutions within the national education system.
- Children in kindergarten and students with disabilities.
- Children in kindergarten and students under 16 years old without maintenance and individuals from 16 to 22 years old currently studying at high school, first-degree university education benefiting from the monthly social allowance policy as specified in Clauses 1 and 2, Article 5 of Decree No. 20/2021/ND-CP dated March 15, 2021, by the Government of Vietnam on social support policies for social protection beneficiaries. Learners at the intermediate, college level who are orphans of both parents and have no places to rely on according to the Vocational Education Law.
- Children in kindergarten and general education students, learners studying at continuing education institutions according to the general education program with parents, or grandparents (in cases living with grandparents) belonging to poor households as per the regulation of the Prime Minister of the Government of Vietnam.
- Five-year-old children in particularly difficult hamlets/villages, communes in areas III of ethnic minorities and mountainous regions, especially difficult communes in coastal areas and islands as prescribed by competent authorities.
- Five-year-old preschool children not belonging to subjects specified in Clause 5 of this Article are exempt from tuition fees from the academic year 2024 - 2025 (effective from September 1, 2024).
Thus, students with disabilities are among the subjects eligible for tuition fee exemption according to the law.

Based on Point a, Clause 1, Article 16 of Decree 81/2021/ND-CP, the subjects eligible for tuition fee reduction and support for paying tuition fees are as follows:

- Subjects eligible for a 70% tuition fee reduction include:
a) Students studying traditional and specific arts in vocational education institutions, public or private universities with training in culture and arts including: Traditional opera instrumentalists, traditional Hue musicians, Southern amateur music, stage actors, folk performance art, ca tru art, Bai Choi art, traditional musical instrument performance;
b) Students studying specialized fields such as court music, cheo, tuong, cai luong, dance, circus; some strenuous, toxic, and dangerous trades for vocational education according to the list of strenuous, toxic, and dangerous trades as prescribed by the Ministry of Labor, War Invalids and Social Affairs;
c) Children in kindergarten and students who are ethnic minorities (apart from very few ethnic minorities) in particularly difficult hamlets/villages, communes in area III of ethnic and mountainous areas, especially difficult communes in coastal areas and islands as prescribed by competent authorities.

Regarding the 70% tuition fee reduction, it applies to both public and private schools, specifically for students studying traditional and specific arts in vocational education institutions, public or private universities with training in culture and arts, including traditional musical instrument performance.

Based on Point b, Clause 1, Article 19 of Decree 81/2021/ND-CP:
Dossier and procedures for tuition fee exemption and reduction, support for study costs, support for tuition fees payment for learners at preschool, general education, continuing education, vocational education, and university education
- Dossier:
a) Application form for tuition fee exemption/reduction and support for study costs, support for tuition fee payment:
- For subjects eligible for tuition fee exemption/reduction in preschool, general education, continuing education: Application form in Appendix II; primary school private students eligible for tuition fee payment support: Application form in Appendix VI;
- For subjects eligible for study cost support in preschool, general education, continuing education: Application form in Appendix III;
- For subjects eligible for tuition fee exemption/reduction at public vocational and university education institutions: Application form in Appendix V; for subjects eligible for tuition fee exemption/reduction at private vocational and university education institutions: Application form in Appendix VII.
b) Certified copies or copies accompanied by the original for comparison, or copies from the main register for documents proving eligibility for tuition fee exemption/reduction and study cost support for the following subjects:
- Certificates from the agency managing people with meritorious services in case of subjects specified in Clause 1, Article 15 of this Decree;
- Disability certification issued by the commune-level People's Committee or Decision on social support from the district-level People's Committee President for subjects specified in Clause 2, Article 15 of this Decree;
- Decision on social support from the district-level People's Committee President for subjects specified in Clause 3, Article 15 of this Decree;
- Certificate of being a poor household issued by the commune-level People's Committee for subjects specified in Clause 4, Article 15 of this Decree;
Therefore, it is not mandatory to have the original document; instead, authenticated copies or copies accompanied by the original for comparison or copies from the main register can be used for papers proving eligibility for tuition fee exemption/reduction and study cost support for eligible subjects.
