Based on Article 13 of Circular 19/2021/TT-BTC, which regulates the recognition of academic results and credit transfer as follows:
Recognition of academic results and credit transfer
1. The academic results accumulated by a learner from another educational level, training major, training program, course, or training institution shall be considered for recognition and transferred into credits of the courses in the pursued training program by the training institution.
2. The professional council of the training institution shall consider recognizing and transferring credits based on a comparative framework of output standards, content, and volume of study, methods of course assessment, and quality assurance conditions for the program implementation according to the following levels:
a) Recognition and transfer for each course;
b) Recognition and transfer for each group of courses;
c) Recognition and transfer for the entire training program.
3. The training institution shall publicly disclose the regulations on recognition of academic results and credit transfer. The maximum volume of recognized and transferred credits shall not exceed 50% of the minimum volume of study required by the training program; for teacher training programs, the implementation shall follow the guidelines of the Ministry of Education and Training.
This regulation clearly states that university students who have accumulated credits from another educational level, major, training program, course, or training institution are considered for recognition and transfer into credits of the courses in the pursued training program by the training institution.
Therefore, based on this regulation, it can be concluded that university students can indeed transfer credits between universities.
For example, a student studying at university A accumulates 15 credits and can transfer those credits to university B to continue their studies.

How are university students who have completed the required credits recognized and awarded a bachelor's degree in Vietnam?
Based on Article 14 of Circular 19/2021/TT-BTC, university students who have completed the required credits are recognized and awarded a bachelor's degree as follows:
- Students are considered and recognized for graduation when they meet the following conditions:
+ Accumulating enough courses, credits, and completing other required contents according to the training program requirements, achieving the output standards of the training program;
+ The cumulative average score of the entire course must be at least average or higher;
+ At the time of graduation consideration, students must not be subject to criminal prosecution or disciplinary suspension.
- Students who meet the graduation conditions will be decided by the head of the training institution to recognize the graduation and award the graduation degree within 03 months from the time students meet all graduation conditions and complete obligations to the training institution.
- The graduation grade is determined based on the cumulative average score for the entire course as specified in Clause 5, Article 10 of Circular 19/2021/TT-BTC, with the graduation grade of students achieving an excellent or good score reduced by one level in the following cases:
+ The volume of courses required to be retaken exceeds 5% of the total credits required for the entire program;
+ Students were disciplined from the reprimand level upwards during the study period.
- Students who have exceeded the maximum study duration as regulated but are not eligible for graduation due to not completing national defense-security education, physical education courses, or not meeting the requirements for foreign language or information technology standards, are given 03 years from the time of leaving school to complete the missing conditions and request for graduation consideration.
- Students who do not graduate are issued a certificate of the accumulated courses in the training program of the training institution.
- The training institution's regulations provide for:
+ The process, procedures for graduation consideration and recognition, the timeframe, and the number of times graduation consideration is held per year;
+ The reservation of accumulated academic results for non-graduating students;
+ Allowing students who have completed their regular study time to switch to the parallel learning mode, distance learning corresponding to their training institution (if applicable) if still within the study time limits as regulated for the transfer learning mode.
Can students accumulating credits but drafted into the armed forces retain those credits in Vietnam?
Based on Clause 1, Article 15 of Circular 19/2021/TT-BTC, the regulations on temporary leave of absence and permanent withdrawal are as follows:
Temporary leave of absence, permanent withdrawal
1. Students may request a temporary leave of absence and have their accumulated results retained in the following cases:
a) Drafted into the armed forces;
b) Deputed by a competent authority to represent the nation in international contests and tournaments;
c) Illness, maternity, or accident requiring long-term treatment with certification from a competent medical facility as prescribed by the Ministry of Health;
d) Other personal reasons after completing at least one semester at the training institution and not being subject to consideration for forced withdrawal or disciplinary action.
2. The temporary leave of absence for personal reasons shall be counted within the official study duration as regulated in Clause 5, Article 2 of this Regulation.
3. Students may withdraw for personal reasons, except those subject to consideration for forced withdrawal or disciplinary action. These students wishing to return must take the entrance exam like other candidates.
4. The training institution's regulations shall specify the conditions, authority, and procedures for temporary leave, re-enrollment, and withdrawal; reserving and recognizing accumulated academic results for students requesting withdrawal.
Thus, students accumulating credits but drafted into the armed forces shall have their accumulated credits retained. After completing their duty, they can return and continue their studies.
