What are procedures for disciplining university students for violations in Vietnam?
According to Article 10 of the Student Affairs Regulations for full-time undergraduate programs issued with Circular 10/2016/TT-BGDDT, the procedures for disciplining university students are as follows:
Step 1:
Students who violate must write a self-report and self-assess the disciplinary action.
If the student does not comply with writing the self-report, the Student Affairs Committee will still convene to handle it based on the collected evidence;
Step 2:
The class advisor holds a meeting with the class, analyzes, and suggests a disciplinary action to be sent to the faculty or student affairs unit;
Step 3:
The faculty or student affairs unit reviews and proposes to the Student Affairs Committees of the university;The Student Affairs Committee organizes a meeting to consider disciplinary action, which includes members of the Committee, student representatives from the class with the violator, and the violating student.
If the disciplined student is invited but does not attend (without a valid reason), and does not submit a self-report, the Committee will still meet and consider additional disciplinary actions for lack of organizational discipline awareness.
The Committee recommends disciplinary action and proposes the Head of the university issue a written disciplinary decision.

Right to Appeal against Awards and Disciplinary Actions
Individuals and student groups, if they find awards and disciplinary actions unjust, have the right to appeal to the functional departments or the Head of the university; if the university has reviewed and it is still not satisfactory, they can appeal to higher authorities in accordance with the law on complaints and denunciations.
