TARGETS AND SCOPE OF APPLICATION
1. Targets
- Students currently studying at universities, academies, colleges, intermediate schools, high schools, and occupational education centers nationwide;
- Staff, lecturers, teachers, and those supporting students at universities, academies, colleges, intermediate schools, and vocational guidance teachers at high schools and occupational education centers nationwide.
2. Scope
- Universities, academies, colleges, intermediate schools, high schools, and occupational education centers nationwide;
- Enterprises, investment funds, investors, and organizations or individuals both within and outside the country;
- Ministries, central authorities and local authorities, the Vietnam Chamber of Commerce and Industry, the Central Committee of the Ho Chi Minh Communist Youth Union, and relevant agencies and organizations.
The subjects have been clearly defined, including staff, lecturers, teachers, and those supporting students at universities, academies, colleges, intermediate schools, and vocational guidance teachers at high schools and occupational education centers nationwide.
Thus, university lecturers are eligible for benefits from the project supporting students' startups.

According to Clause 5, Section 3 of Decision 1665/QD-TTg in 2017, the requirements to complete the project supporting students' startups are as follows:
- Develop and promulgate mechanisms and policies to support students' startups; mechanisms and policies to support lecturers, teachers, and career guidance staff in supporting students' startups at schools; regulations on activities supporting students' startups in schools;
- Develop procedures for appraisal, approval, implementation, and investment mechanisms, monitoring, and management of projects, and business models formed from students' ideas;
- Research, review, and promulgate mechanisms and policies encouraging enterprises, sponsors, and investors to invest, contribute capital to students' startup ideas and projects.
What are expenses for building and completing mechanisms and policies to support students' startups in Vietnam?
Based on Article 8 of Circular 126/2018/TT-BTC, the regulations on the content and level of expenditure for building and completing mechanisms and policies to support students' startups are as follows:
- For scientific research tasks: Implement according to the regulations in Joint Circular 55/2015/TTLT-BTC-BKHCN guiding the norms for estimate construction, allocation of estimates and settlement of funds for scientific and technological tasks funded by the State Budget issued by the Ministry of Science and Technology and the Ministry of Finance.
- For tasks of drafting legal normative documents: Implement according to the regulations in Circular 338/2016/TT-BTC of the Ministry of Finance on the estimation, management, use and settlement of state budget funds ensuring the work of drafting legal normative documents and completing the legal system.

1. Source of operational funding for the Scheme
a) State budget (education and training expenditure within the central budget, local budget according to budget decentralization); funds integrated in education and training, science and technology programs and schemes; startup support funds integrated in Decision No. 844/QD-TTg dated May 18, 2016, of the Prime Minister of the Government of Vietnam on the approval of the Scheme “Supporting the National Innovation Startup Ecosystem until 2025” approved by competent authorities; Small and Medium Enterprise Development Fund; Human Resource Training Program for Small and Medium Enterprises;
b) Revenue from service activities, student support funds, operational development funds of educational institutions;
c) Sponsorships and supports from organizations and individuals within and outside the country; private investment capital, other legally mobilized funds.
2. Principles of fund utilization
a) Utilize the operational fund for the Scheme in conformance with the Law on State Budget and related legal documents.
b) Apart from state budget funds, organizations and individuals as stipulated in Clause 2, Article 1 of this Circular are encouraged to use other legal funds as per the law to achieve the goals and tasks of the Scheme.
Thus, according to regulations, the project supporting students' startups does utilize sponsorship funds, including support from organizations and individuals both within and outside the country; private investment capital, and other legally mobilized funds.
