For training institutions

10. Training institutions must require all candidates to confirm their enrollment online on the system before enrolling at the training institution;
- For candidates admitted through the direct admission method (Article 8 of the Ministry of Education’s Admission Regulations), the training institution guides the candidates to confirm their enrollment online on the system within the stipulated time;
- Based on the number of candidates who have confirmed their enrollment, the training institution organizes subsequent admission rounds (if any) and updates the list of admitted and enrolled candidates according to the regulations;
- Training institutions are only allowed to announce the admission scores after the final application filtering round. The announcement of cut-off scores must include the admission score scale and details of any additional criteria (if any).
- Update the list of admitted and enrolled candidates for each round, admission method, and training form according to the correct data structure and in compliance with the admission categories (high schools, underprivileged areas, especially difficult areas, etc.) and within the stipulated time;
- Training institutions are not allowed to require candidates to confirm or enroll before August 19, 2024, and must not conclude the confirmation or enrollment process before 5:00 PM on August 27, 2024 (including joint programs with foreign countries).

What are the responsibilities of the parties involved in university admissions?
Based on Article 23 of the University and College Admissions Regulations in the field of Early Childhood Education, issued together with Circular 08/2022/TT-BGDDT, the responsibilities of the relevant parties are as follows:
- Responsibilities of the candidates:
+ Thoroughly understand the admission information of the training institutions, and do not register for programs or admission methods for which they do not meet the requirements;
+ Provide complete and accurate information for all application details, including personal information, regional and priority category information (if any), and registration preferences; ensure the authenticity of supporting documents;
+ Agree to allow the training institution they are applying for to use necessary information and data for admission purposes;
+ Complete the payment of the admission fee before the application deadline.
- Responsibilities of high schools and other assigned units for candidates under their jurisdiction:
+ Organize the review, verification, and update of candidates' personal information and high school academic results on the sector database system;
+ Verify data and guide candidates to correctly input information, including regional and priority category information;
+ Assist candidates without access to online registration with their application preferences;
+ Support training institutions with independent admission plans by confirming the high school academic results of candidates.
- Responsibilities of the training institutions:
+ Provide complete, correctly formatted, and authentic admission information and data on the system as per the guidelines of the Ministry of Education and Training;
+ Specify (or agree with other training institutions) the fee amounts, collection methods, and uses of the admission service fees;
+ Fully inform, counsel, and guide candidates, ensuring that they do not register for programs or admission methods for which they do not meet the requirements;
+ Ensure an accurate, fair, and impartial admission process; adhere to the commitments outlined in the published admission project;
+ Verify information and supporting documents when candidates enroll, ensuring all enrolled candidates meet the admission criteria;
+ Address complaints and disputes related to the institution's admission process in accordance with legal regulations.
- Responsibilities of the unit managing and operating the system:
+ Manage the nationwide centralized admission database, ensuring synchronization with the sector database;
+ Develop, maintain, and operate the Admission Information Portal to support candidates and training institutions in the admission process;
+ Connect the Ministry of Education and Training's Admission Information Portal with the National Public Service Portal.
Can a candidate admitted to a university but not yet confirmed for enrollment apply for supplementary admissions?
Based on Article 22 of the University and College Admissions Regulations in the field of Early Childhood Education, issued together with Circular 08/2022/TT-BGDDT, as follows:
Organizing registration and supplementary admission rounds
1. Based on the admission quota and the number of admitted candidates who have confirmed their enrollment in the programs, the admissions council of the training institution reviews and decides on supplementary admission rounds. The training institution announces the supplementary admission plan, methods, registration processes, and qualification criteria for programs according to each admission method, ensuring these are no less stringent than the previous admission round.
2. Candidates who have not been admitted or have been admitted but have not yet confirmed enrollment at any institution may register for the supplementary admission rounds according to the training institution’s plan and guidelines.
3. At the end of each admission round, the training institution publishes on its website the admission scores (and any additional criteria if applicable) for the programs via various admission methods; organizes a portal for candidates to check their personal admission outcomes; sends admission notices and instructions for admitted candidates to enroll.
Therefore, according to the above regulation, candidates admitted to a university but not yet confirmed for enrollment at any institution can still register for supplementary admission rounds according to the plan and guidelines of the training institution.
