Are there people-founded preschools in Vietnam?
Based on Clause 1 Article 47 of the Law on Education 2019, the types of schools in the national education system as follows:
Types of Schools in the National Education System
1. Schools in the national education system are organized according to the following types:
a) Public schools are funded by the State, ensuring operational conditions and representing ownership;
b) People-founded schools are funded and ensured operational conditions by the local residential community, including organizations and individuals in hamlets, villages, wards, commune-level towns.
The people-founded type is only applicable to institutions of preschool education;
c) Private schools are funded and ensured operational conditions by domestic or foreign investors.
Non-profit private schools are those in which investors commit to and actively carry out non-profit operations, which is stated in the establishment decision or the decision to change the type of school; operate on a non-profit basis, do not withdraw capital, and do not benefit; annual accumulated profits are united and indivisible common property to continue investing in school development.
Among the types of schools in the national education system in Vietnam, people-founded schools apply only to institutions of preschool education.
Therefore, according to the above provision, there are people-founded preschools in Vietnam.

What is the financial support will teachers working at people-founded preschools in the industrial parks receive?
Based on Article 10 of Decree 105/2020/ND-CP, the benefits for preschool teachers working at people-founded and private preschool educational institutions in industrial parks in Vietnam are as follows:

1. Beneficiaries
Preschool teachers currently working at people-founded or private preschool educational institutions licensed and operating in accordance with regulations in industrial areas who meet the following conditions:
- Possess the required qualifications for the title of preschool teacher as stipulated;
- Have a labor contract with the legal representative of the people-founded or private preschool educational institution;
- Directly care for and educate children in groups/classes with at least 30% of the children being dependents of workers in industrial areas.
2. Benefit
Preschool teachers who meet the conditions stipulated in Clause 1 of this Article are entitled to a minimum support of 800,000 VND/month (eight hundred thousand VND per month).
The number of teachers eligible for support in people-founded or private preschool educational institutions is calculated according to the current norm for public preschool educational institutions.
The support period is calculated based on the actual months of teaching during the academic year. This support amount is in addition to the salary agreed between the people-founded or private preschool educational institution owner and the teacher and is not used to calculate contributions for social insurance, health insurance, and unemployment insurance.
The provincial People's Committee prepares the support amount according to the local budget capacity, presents it to the provincial People's Council for consideration and decision.

Therefore, according to the above regulation, teachers working at people-founded preschools in industrial parks in Vietnam will receive a minimum support of 800,000 VND/month when they meet the following conditions:

Are teachers, who are department heads at people-founded preschools in Vietnam, eligible to receive training cost support?
Based on Article 11 of Decree 105/2020/ND-CP which stipulates support policies for materials and training costs for people-founded preschool teachers as follows:
Benefits concerning provision of documents and reimbursement of training costs offered to teachers of people-founded or private preschool institutions
1. Beneficiaries
Preschool teachers (including principals, vice principals, group leaders, lead specialists) currently working at people-founded or private preschool educational institutions licensed and operating in accordance with regulations.
2. Benefit
Preschool teachers as stipulated in Clause 1 of this Article are supported by the State with materials and training costs when participating in training and professional development courses. The support level from the budget is implemented according to the support level for public preschool teachers with the same qualifications participating in professional training as stipulated.
Annually, based on the training and development plan of the Department of Education and Training, people-founded or private preschool educational institutions prepare the list of teachers participating in training and development and send it to the Department of Education and Training. The Department of Education and Training is responsible for summarizing, estimating, submitting to the competent authority for approval and implementation as stipulated.
Therefore, according to the above regulation, teachers, who are department heads at people-founded preschools in Vietnam, will receive support for training costs.
