Based on Article 4 of the Charter for primary schools issued along with Circular 28/2020/TT-BGDDT, the types of primary schools are specified as follows:

Types of Primary Schools and Classes

1. Primary schools are organized under two types: public and private.

a) Public primary schools are funded by the State, ensuring operational conditions, and representing the owner's interests.

b) Private primary schools are funded by domestic or foreign investors, ensuring operational conditions.

2. Primary classes within schools with multiple educational levels and specialized schools include:

a) Primary classes in schools with multiple educational levels.

b) Primary classes in semi-boarding ethnic minority schools.

c) Primary classes in educational institutions for children with disabilities.

d) Primary classes in reformatory schools.

3. Other educational institutions implementing the elementary education curriculum: community learning centers; classes for disadvantaged children who cannot attend school, classes for children with disabilities.

Article 18 of the Charter for primary schools issued along with Circular 28/2020/TT-BGDDT stipulates the use of textbooks in primary schools as follows:

Primary schools use textbooks approved by the Minister of Education and Training and selected and used by the provincial People's Committee for teaching and learning in primary schools; teachers and students use these textbooks in various teaching and learning activities to achieve the educational goals, content, and requirements for the student's qualities and competencies as stipulated in the elementary education program; primary schools must promptly and fully provide information about the textbooks used in the school to students and their families.

Experiential Activities at the Primary Level in the 2018 General Education Curriculum Implemented from the School Year 2020-2021

1.1. Content of the Experiential Activities Program

- The Experiential Activities Program stipulates three content strands for 1st grade: activities focused on self, activities focused on society, activities focused on nature; and four content strands for grades 2, 3, 4, and 5: activities focused on self, activities focused on society, activities focused on nature, and career orientation activities.

- Experiential activities are organized both inside and outside the classroom, and both inside and outside the school.

The organization of experiential activities for 5th grade primary students is implemented through four main types of activities:

- Flag-raising activities;

- Class activities;

- Thematic educational activities;

- Club activities (optional).
