According to the regulations in Decision 4119/QD-BGDDT of 2023 promulgating the list of textbooks for subjects and educational activities for 5th grade, and Chinese textbooks for 3rd and 4th grades used in general education institutions issued by the Minister of Education and Training, the following experiential activity textbooks are included:

Based on Article 4 of the Charter for primary schools issued along with Circular 28/2020/TT-BGDDT, the types of primary schools are specified as follows:
Types of Primary Schools and Classes
1. Primary schools are organized under two types: public and private.
a) Public primary schools are funded by the State, ensuring operational conditions, and representing the owner's interests.
b) Private primary schools are funded by domestic or foreign investors, ensuring operational conditions.
2. Primary classes within schools with multiple educational levels and specialized schools include:
a) Primary classes in schools with multiple educational levels.
b) Primary classes in semi-boarding ethnic minority schools.
c) Primary classes in educational institutions for children with disabilities.
d) Primary classes in reformatory schools.
3. Other educational institutions implementing the elementary education curriculum: community learning centers; classes for disadvantaged children who cannot attend school, classes for children with disabilities.
Article 18 of the Charter for primary schools issued along with Circular 28/2020/TT-BGDDT stipulates the use of textbooks in primary schools as follows:
Textbooks, Teaching Equipment, Reference Materials, and Local Educational Materials
1. Primary schools use textbooks approved by the Minister of Education and Training and selected and used by the provincial People's Committee for teaching and learning in primary schools; teachers and students use these textbooks in various teaching and learning activities to achieve the educational goals, content, and requirements for the student's qualities and competencies as stipulated in the elementary education program; primary schools must promptly and fully provide information about the textbooks used in the school to students and their families.
