Based on sub-section 2, Section I of Joint Circular 01/2006/TTLT-BGD&ĐT-BNV-BTC (amended by Article 2 of Circular 27/2018/TT-BGDDT) regarding the scope, subjects, and conditions of application:

- Conditions of application
a) Subjects specified in clause 1 of this Section who have been transferred and ranked according to Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces into education and training specialized public employee categories (categories with the first two digits of the category code being 15) or ranks of education and training specialized public employees (ranks with the first characters of the rank code being V.07) shall be entitled to preferential allowance. Particularly, subjects specified at point b and point c clause 1 of this Section do not necessarily have to be placed into education and training specialized public employee categories or ranks;
b) Subjects specified in clause 1 of this section are not entitled to preferential allowance during the following periods:
- Periods of overseas business trips, work, or study during which they receive 40% of salary as per the provisions in clause 4, Article 8 of Decree No. 204/2004/ND-CP;
- Periods of domestic business trips or study without teaching continuously for more than 3 months;
- Periods of personal leave without pay continuously from 01 month onwards;
- Periods of sickness or maternity leave exceeding the duration specified by the current social insurance regulations;
- Periods of being suspended from teaching.
Thus, teachers teaching in public educational institutions who are on sick leave exceeding the duration permitted by social insurance laws will not receive preferential allowance.
In cases where teachers teaching in public educational institutions are on sick leave within the policy duration, they are still entitled to preferential allowance.

What is the preferential allowance rate for preschool teachers in mountainous, island, remote, and isolated areas in Vietnam?
Based on sub-section 1, Section II of Joint Circular 01/2006/TTLT-BGD&ĐT-BNV-BTC regarding preferential allowance rates and calculation methods:
ALLOWANCE RATES AND CALCULATION METHODS
- Allowance rates
a) A 25% allowance rate is applied to teachers directly teaching in universities, colleges, academies, and training schools of Ministries, governmental agencies, Communist Party organizations, and central socio-political organizations, and political schools of provinces, municipalities directly under the Central Government (except teachers teaching in pedagogy schools, pedagogy faculties, and teachers of Marxism-Leninism sciences, Ho Chi Minh’s Ideology);
b) A 30% allowance rate is applied to teachers directly teaching in secondary schools, high schools, comprehensive technical-center vocational guidance centers, continuing education centers, vocational centers in plains, cities, district-level towns; professional secondary schools, vocational schools; political training centers of districts, quarters, district-level towns, cities under provinces;
c) A 35% allowance rate is applied to teachers directly teaching in preschools, primary schools in plains, cities, district-level towns; secondary schools, high schools, comprehensive technical center vocational guidance centers, continuing education centers, vocational centers in mountainous, island, remote, and isolated areas;
d) A 40% allowance rate is applied to teachers directly teaching in schools of pedagogy, pedagogy faculties (university, college, secondary), educational management training schools, and teachers of political subjects in professional secondary schools, vocational schools;
đ) A 45% allowance rate is applied to teachers directly teaching Marxism-Leninism sciences, Ho Chi Minh’s Ideology in universities, colleges;
e) A 50% allowance rate is applied to teachers directly teaching in preschools, primary schools in mountainous, island, remote, and isolated areas.
Determining mountainous areas follows the regulations of the Committee for Ethnic Minority Affairs; island areas according to actual geographical conditions; remote and isolated areas depending on the characteristics of each locality as guided by the provincial People’s Committee after receiving consensus from the Joint Ministry.
Thus, the preferential allowance rate for preschool teachers in mountainous, island, remote, and isolated areas is 50%.
What is the deadline for payment of preferential allowance for preschool teachers in Vietnam?
Based on Section III of Joint Circular 01/2006/TTLT-BGD&ĐT-BNV-BTC, regulations regarding the method and source of payment are as follows:
METHOD AND SOURCE OF PAYMENT
1. Method of payment
This allowance is paid monthly along with the salary (including the summer vacation period) and is not used to calculate, pay social insurance, or health insurance benefits.
- Source of payment
The funds for paying preferential allowance policies are sourced from the educational institution's revenue according to regulations and the funds allocated by the state budget according to the guidelines of the Ministry of Finance regarding the determination of demand, source, and method of payment to implement wage reform.
Thus, the preferential allowance for preschool teachers is paid monthly along with the salary (including the summer vacation period) and is not used to calculate, pay social insurance, or health insurance benefits.
