Based on point b, clause 2, Article 2 of Circular 08/2013/TT-BNV, amended by clause 4, Article 1 of Circular 03/2021/TT-BNV, the regulation is as follows:
Regular Salary Increment Scheme

- Criteria for regular salary increases:
Those specified in Clause 1, Article 1 of this Circular who meet the time conditions for holding a rank or position prescribed in Clause 1 of this Article and are evaluated to meet the following 02 criteria throughout the period of holding the salary rank are eligible for a regular salary increment:

b) For public employees and workers:
- Criterion 1: Evaluated by competent authorities as completing tasks or higher;
- Criterion 2: No disciplinary violations resulting in a reprimand, warning, or dismissal.

One of the criteria for regular salary increases for teachers who are public employees is to be assessed to have completed tasks or higher.
Therefore, teachers who are public employees rated as not completing tasks will not be considered for regular salary increases.

Criteria for rating teachers as not completing tasks in Vietnam
Based on Article 15 of Decree 90/2020/ND-CP, amended by clause 4, Article 1 of Decree 48/2023/ND-CP, the criteria for rating teachers as not completing tasks are as follows:
For teachers not in managerial positions, if they meet any of the following criteria, they are rated as not completing tasks:
- Exhibiting signs of ideological, ethical, lifestyle degradation, internal changes according to assessments by competent authorities;
- Failing to meet more than 50% of the set criteria for task performance under the signed labor contract, planned targets, or specific assigned tasks in terms of progress, quality, and efficiency;
- Engaging in misconduct resulting in disciplinary action during the evaluation year.
For teachers in managerial positions, if they meet any of the following criteria, they are rated as not completing tasks:
- Exhibiting signs of ideological, ethical, lifestyle degradation, internal changes according to assessments by competent authorities;
- Failing to meet more than 50% of the set criteria for task performance under the signed labor contract, planned targets, or specific assigned tasks in terms of progress, quality, and efficiency;
- Units or fields of work under their charge completing less than 50% of the assigned targets and tasks;
- Units under their direct management involved in embezzlement, corruption, or waste and subject to legal action;
- Engaging in misconduct resulting in disciplinary action during the evaluation year.
General criteria for evaluating and rating the performance of teachers who are public employees in Vietnam
Based on Article 3 of Decree 90/2020/ND-CP, the general criteria for evaluating and rating the performance of public employees are as follows:
* Political Ideology
- Complying with guidelines, policies, and regulations of the Communist Party, laws of the State, and principles of the Party organization and discipline, especially the principle of democratic centralism, self-criticism, and criticism;
- Having a firm political stance, unwavering in the face of all challenges and difficulties;
- Placing the interests of the Party, nation, people, and collective above personal interests;
- Committed to studying and applying Marxism-Leninism, Ho Chi Minh Thought, resolutions, directives, decisions, and documents of the Party.
* Ethics and Lifestyle
- Not engaging in embezzlement, corruption, negativity, waste, bureaucracy, opportunism, profiteering, authoritarianism; no signs of moral and lifestyle degradation, internal changes;
- Living a honest, modest, sincere, pure, and simple life;
- Fostering solidarity, building a clean, strong agency, organization, or unit;
- Not allowing friends and relatives to exploit their position for personal gain.
* Work Style and Manner
- Being responsible with work; proactive, creative, daring to think, daring to do, flexible in task performance;
- Operating with a scientific, democratic, and principled work method;
- Showing responsibility and collaboration in task performance;
- Adopting appropriate behavior and professional manner, meeting the requirements of civil service culture.
* Organizational Discipline Awareness
- Complying with organizational assignments;
- Adhering to regulations, codes, and internal rules of their agency, organization, or unit;
- Declaring and publicizing assets and incomes as prescribed;
- Reporting fully, truthfully, and providing accurate and objective information related to the execution of assigned responsibilities and activities of the agency, organization, or unit to superiors upon request.
* Results of Assigned Responsibilities and Tasks
- For public employees in leadership or managerial roles:
+ Implementing and concretizing the Party's guidelines, policies, and laws of the State within their agency, organization, or unit;
+ Maintaining discipline within the agency, ensuring no violations leading to sanctions or prolonged complaints and denunciations; preventing corruption and waste within their agency, organization, or unit;
+ Leading, directing, organizing inspections, audits, supervisions, and addressing complaints and denunciations within their authority; directing administrative reforms and policy improvements within their agency, organization, or unit;
+ Developing annual activity programs and plans, specifying the results of implemented targets, tasks, and quantitatively measuring these through specific products.
- For public employees not in leadership or managerial roles:
+ Meeting the task performance criteria set by law, plans, or specific assigned tasks; evaluating the volume, progress, and quality of task performance;
+ Demonstrating appropriate attitudes in public service, particularly in roles involving direct contact and service to the populace and businesses.
