Based on Clause 1, Article 35 of Circular 14/2021/TT-BLDTBXH, the regulation on teachers in intermediate schools is as follows:

Teachers in Intermediate Schools

1. Teachers in intermediate schools are called teachers. The title of teachers in intermediate schools is regulated in Article 53 of the Vocational Education Law.

  1. Professional standards; labor policies; training for standardization and enhancement for teachers in intermediate schools shall comply with the regulations of the Ministry of Labor - War Invalids and Social Affairs.
  1. Intermediate schools recruit, implement labor policies, train, and enhance professional qualifications and other policies for teachers according to the regulations of the Minister of Labor - War Invalids and Social Affairs and the laws.

Thus, teachers in intermediate schools are not called lecturers but are called teachers.

What are the duties and responsibilities of teachers in intermediate schools in Vietnam?

Based on Article 36 of Circular 14/2021/TT-BLDTBXH, teachers in intermediate schools shall carry out duties and responsibilities according to Article 55 of the Vocational Education Law 2014 and the following duties and responsibilities:

- Comply with the regulations, rules, and policies of the school.

- Implement labor policies for teachers in vocational education according to regulations issued by the Minister of Labor - War Invalids and Social Affairs.

- Be assigned to teach according to their trained profession; choose teaching methods and means to maximize personal capacity, improve the quality and effectiveness of training; be provided with equipment, means, and working conditions to perform duties as prescribed by law; be provided with information related to their assigned duties and responsibilities.

- Enjoy salary, allowances, benefits, and other policies as prescribed by law; teachers in public intermediate schools working in areas with especially difficult socio-economic conditions enjoy allowances and preferential policies as prescribed by law.

- Be trained and enhanced in their professional qualifications, skills, political theory according to the school's plans and conditions; participate in managing and supervising the school's activities; participate in Communist Party, mass organizations, and social activities as prescribed by law.

- Be protected in terms of honor and dignity; participate in discussions, comment on development training plans, curriculum, teaching materials, content, teaching methods, and the school's management organization, benefits of teachers; enjoy summer vacation, public holidays, weekly rest days, and other days off as prescribed by law.

- Attend council meetings held by the school when these councils address matters related to students in their managed class.

- Be allowed to sign contracts for part-time teaching and scientific research at other vocational education institutions, educational institutions, but must perform the duties and responsibilities as specified in Articles 55, 57 of the Vocational Education Law 2014, Article 36 of Circular 14/2021/TT-BLDTBXH and ensure the tasks at their workplace are completed.

- Enjoy policies as stipulated in Article 58 of the Vocational Education Law 2014 and other benefits according to the law.

- Teachers participating in scientific and technological activities enjoy rights according to the Law on Science and Technology 2013; teachers involved in management in intermediate schools who also teach will enjoy policies for teachers as prescribed by law and the school's legal regulations.

- Participate in managing students; evaluate administrators, public employees, and laborers, and contribute responsibilities to the community.

- Be supervised by the school regarding the content, quality, teaching methods, and implementation of scientific and technological tasks.

- Complete other tasks assigned by the school, faculty, or department.

What are regulations on evaluation and rating of teachers in intermediate schools in Vietnam?

Based on Article 39 of Circular 14/2021/TT-BLDTBXH, the evaluation and rating of teachers in intermediate schools are as follows:

- Evaluation and rating of teachers are conducted according to the regulations of the Government of Vietnam on evaluating and rating public employees and the guidance of the Minister of Labor - War Invalids and Social Affairs.

- The evaluation and rating of teachers must truly reflect their professional qualifications, pedagogical skills, vocational skills, scientific research, ethics, and demeanor.
