Based on Clause 2, Article 21 of the Regulation on Admission to Universities and Colleges in Preschool Education issued together with Circular 08/2022/TT-BGDDT stipulates as follows:

Notification of results and confirmation of enrollment

1. The training institution sends an admission notice to the successful candidates, clearly stating the necessary procedures for enrollment and the method of enrollment for the candidate.

2. Candidates confirm their enrollment online on the system before enrolling at the training institution.

3. For candidates who do not confirm enrollment within the prescribed time limit:

a) If there is no legitimate reason, the candidate is considered to have declined admission, and the training institution has the right not to accept them;

b) If due to illness or accident, with certification from the district or higher hospital, or due to natural disasters with certification from the district or higher People's Committee, the training institution will consider whether to accept the candidate for enrollment or reserve the admission result so that the candidate can enroll later;

c) If due to errors or misunderstandings caused by the admissions staff or the candidate, the training institution actively cooperates with relevant individuals and organizations to review the evidence and decide whether to accept the candidate for enrollment or reserve the admission result so that the candidate can enroll later.

4. Candidates who have confirmed enrollment at one training institution are not allowed to participate in admissions at another institution or in supplementary enrollment, unless permitted by the training institution.

Thus, candidates who have been admitted to university but do not confirm their enrollment within the prescribed time will be considered to have declined admission in the following cases:

- Candidates who do not confirm enrollment within the prescribed time and do not have a legitimate reason will be considered to have declined admission;

- Candidates who do not confirm enrollment within the prescribed time due to illness or accident with certification from the district or higher hospital, or due to natural disasters with certification from the district or higher People's Committee, will not be considered to have declined admission. The training institution will consider whether to accept the candidate for enrollment or reserve the admission result so that the candidate can enroll later;

- Candidates who do not confirm enrollment within the prescribed time due to errors or misunderstandings caused by the admissions staff or the candidate will have their cases reviewed by the training institution, which will cooperate with relevant individuals and organizations to decide whether to accept the candidate for enrollment or reserve the admission result so that the candidate can enroll later.

Can candidates admitted through early selection in Vietnam confirm their enrollment earlier than the general plan?

Based on Clause 1, Article 18 of the Regulation on Admission to Universities and Colleges in Preschool Education issued together with Circular 08/2022/TT-BGDDT stipulates as follows:

Organization of early registration and admission

1. The training institution has an early admission plan for certain admission methods and organizes for candidates to register for admission online or directly at the training institution.

2. The training institution organizes the selection for candidates who have completed the application procedures but is not allowed to require candidates to confirm their enrollment earlier than the schedule according to the general plan. The training institution publishes and uploads the list of candidates eligible for admission (except for the requirement of high school graduation) to the system to process the applications together with other admission methods according to the general plan, to be completed before candidates register for admission on the system.

3. Candidates who have applied to the training institution according to the early admission plan must continue to register their preferences on the system according to the general plan of the Ministry of Education and Training.

Can candidates who have been admitted to university but have not confirmed enrollment register for supplementary admissions in Vietnam?

Based on Clause 2, Article 22 of the Regulation on Admission to Universities and Colleges in Preschool Education issued together with Circular 08/2022/TT-BGDDT stipulates as follows:

Organization of registration and supplementary admissions

1. Based on the enrollment quota and the number of candidates who have confirmed enrollment into the programs, the admissions council of the training institution considers deciding on supplementary admissions. The training institution publishes the admission plan, admission methods, and forms of registration for supplementary admissions; the admission conditions for the programs according to each admission method but not lower than the conditions of the previous admission.

2. Candidates who have not been admitted or have been admitted but have not confirmed enrollment at any institution can register for supplementary admissions according to the plan and guidance of the training institution.

3. At the end of each admission round, the training institution publishes on the electronic information page the admission scores (and any additional conditions and criteria if any) for the programs according to the admission methods; organizes for candidates to check their admission results; sends admission notices and instructions to admitted candidates for enrollment.

Thus, candidates who have been admitted to university but have not confirmed enrollment can register for supplementary admissions according to the plan and guidance of the training institution.
