Based on Article 12 Circular 22/2021/TT-BGDDT, regulations about promotion, reassessment during summer vacation, and non-promotion are as follows:

Promotion, reassessment during summer vacation, and non-promotion

1. Students meeting all the following conditions shall be promoted or recognized as having completed the lower secondary education program, the upper secondary education program:

a) The result of the entire year's conduct (including the reassessment result after training during summer vacation as stipulated in Article 13 of this Circular) is evaluated at the level of Pass or higher.

b) The result of the entire year's academic performance (including the reassessment result of subjects as stipulated in Article 14 of this Circular) is evaluated at the level of Pass or higher.

c) Absences do not exceed 45 days in one academic year (calculated according to a one-session-per-day educational plan stipulated in the General Education Program, including authorized and unauthorized absences, whether continuous or non-continuous).

  1. In cases where students need to train during the summer vacation, it shall be handled according to the stipulations in Article 13 of this Circular; in cases where students need to reassess subjects during the summer vacation, it shall be handled according to the stipulations in Article 14 of this Circular.
  1. Students who do not meet the requirements stipulated in Clause 1 of this Article shall not be promoted or recognized as having completed the lower secondary education program, the upper secondary education program.
  1. For students with disabilities: The principal shall rely on the evaluation results of students with disabilities as stipulated in Article 11 of this Circular to decide on promotion or recognition of completion of the lower secondary education program, the upper secondary education program for students with disabilities.

Hence, students who exceed 45 days of absence, including authorized and unauthorized absences, whether continuous or non-continuous, will not be promoted.

Therefore, students who exceed 45 days of absence, even with a leave application, will still not be promoted.

Who is responsible for preparing the list of students eligible for promotion in Vietnam?

Based on Article 20 Circular 22/2021/TT-BGDDT, the responsibilities of the homeroom teacher are as follows:

Responsibilities of the homeroom teacher

  1. Assist the principal in managing the evaluation of students of the class as stipulated in this Circular.
  1. Confirm the correction of grades, the correction of assessment levels by subject teachers; compile the results of students' conduct and academic performance for each semester and the entire year in the Student Monitoring and Evaluation Record (by class), Student Records.

3. Evaluate the results of students' conduct for each semester and the entire year; prepare the list of students eligible for promotion, reassessment of subjects, retraining during the summer vacation, non-promotion, and commendation.

  1. Record or enter each student's evaluation results into the Student Monitoring and Evaluation Record (by class), Student Records:

a) Comments on students' conduct and academic performance; assessment levels of students' conduct and academic performance.

b) Results of promotion or non-promotion; recognition of completion of the lower secondary education program, the upper secondary education program or non-recognition; commendation.

  1. Guide students in self-assessment during the process of conduct and academic performance. Coordinate with subject teachers, Ho Chi Minh Young Vanguard Organization, Ho Chi Minh Communist Youth Union, Class Parents' Representative Committee, and relevant organizations, individuals to educate students and receive feedback on the students' conduct and academic performance.
  1. Privately notify parents about the students' conduct and academic performance process and results.

Hence, preparing the list of students eligible for promotion is the responsibility of the homeroom teacher.

When do students in Vietnam have to undergo reassessment during the summer vacation?

Based on Article 14 Circular 22/2021/TT-BGDDT,students must undergo reassessment during the summer vacation when the following conditions for promotion are not met:

- Having the entire year's conduct result evaluated at the level of Pass or higher, but the academic performance for the whole year is evaluated at the level of Not yet passed; in this case, the student will be reassessed on the subjects that were evaluated as Not yet passed (for subjects evaluated by comments) and subjects with average annual scores below 5.0 points (for subjects evaluated by a combination of comments and scores).

- The reassessment results of any subject will replace the entire year's academic performance result of that subject for promotion consideration as stipulated.
