Criteria for admission under nomination policies
1. General criteria
a) Reside continuously for at least 5 years up to the year of recruitment in particularly disadvantaged areas; have biological or adoptive parents (or one of them being biological father or mother, adoptive father or mother), or guardian living in this area;
b) Meet the preliminary selection criteria for majors requiring preliminary selection;
c) Do not exceed 22 years old by the year of recruitment, and have adequate health according to current regulations.
2. In addition to the general criteria stipulated in clause 1 of this Article, students nominated for undergraduate programs must meet the following specific criteria:
a) Graduate from upper secondary education;
b) Have the Good training results in all school years of upper secondary level;
c) Have academic results assessed at the rather good or higher in the final school year of the upper secondary level;
d) Complete 3 years of schooling and graduate from upper secondary education at a school in the prescribed recruiting area or at a boarding ethnic secondary school.
3. In addition to the general criteria stipulated in clause 1 of this Article, students nominated for college programs must meet the following specific criteria:

What are the current regulations on nomination targets in Vietnam?
Under Article 7 of Decree 141/2020/ND-CP regarding the nomination targets:
(1) Principles for determining nomination targets:
- Nomination targets are determined annually and allocated by competent authorities according to specific disciplines and training levels;
- Nomination targets are formulated and proposed by commune-level People's Committees.
(2) Basis for proposing nomination targets:
- Based on the requirements of tasks, job positions, the number of working personnel, and the official staff allocation for job positions;
- Based on work needs, job positions, allocated personnel, professional title standards, and salary funds of public service providers for positions as public employees;
- Based on the local socio-economic development plans and orientations for areas with candidates eligible for nomination as stipulated in Clause 1, Article 2 of this Decree.
(3) Process of formulating nomination targets:
- Annually, commune-level People’s Committees report proposed nomination targets to district-level People’s Committees;
- District-level People’s Committees consolidate and report proposed nomination targets to provincial-level People's Committees;
- Provincial-level People’s Committees formulate and propose nomination targets to the central authorities based on local reports and regulations in Clause 2 of this Article.
(4) Proposal of nomination targets:
Annually, by May, the Chairman of the provincial People’s Committee proposes the approval of nomination targets for university and college teacher training disciplines to the Ministry of Education and Training; nomination targets for college and intermediate training disciplines to the Ministry of Labor, War Invalids, and Social Affairs (Form No. 01 as stipulated in the Appendix attached to this Decree).
(5) Approval and allocation of nomination targets:
- The Ministry of Education and Training and the Ministry of Labor, War Invalids, and Social Affairs, within their authority, in cooperation with the Ministry of Home Affairs, the Ministry of Planning and Investment, the Ministry of Finance, and the Committee for Ethnic Minority Affairs, review and allocate nomination targets to provincial People’s Committees;
- The deadline for approving and allocating nomination targets is no later than 30 days from the date the host agency receives the complete dossier requesting approval of the nomination targets.

Under Article 8 of Decree 141/2020/ND-CP, the application for admission under nomination policies in Vietnam include:
- Application form for admission under nomination policies (Form No. 02 as stipulated in the Appendix attached to this Decree).
- A copy with the original for comparison or a certified true copy from the original birth certificate.
- Curriculum vitae (Form No. 03 as stipulated in the Appendix attached to Decree 141/2020/ND-CP);
- Certificate of being a child of a martyr, a child of a wounded soldier or beneficiary of policies equivalent to wounded soldiers (if any);
- Two portrait photos (size 4x6 cm) taken within 6 months before the date of submitting the application;
- An envelope with a stamp and the contact address of the applicant.
