What documents are required to apply for tuition fee exemption for students majoring in Marxism-Leninism and Ho Chi Minh Ideology in Vietnam?

Based on Clause 1, Article 19 of Decree 81/2021/ND-CP, as replaced by Clause 1, Article 5 of Decree 104/2022/ND-CP and amended by Clause 2, Article 5 of Decree 104/2022/ND-CP, procedures for exemption and reduction of tuition fees, support for study costs, and support for tuition fee payments for learners in preschools, primary education, general education, vocational education, and higher education are specified as follows:

Procedure for exemption and reduction of tuition fees, support for study costs, support for tuition fee payments for learners in preschools, primary education, general education, vocational education, and higher education

1. Documents:

a) Application for exemption, reduction of tuition fees, and support for study costs, support for tuition fee payments:

- For subjects eligible for exemption, reduction of tuition fees in preschools, primary education, general education: Application form as per Appendix II; private primary school students eligible for tuition fee support: Application form as per Appendix VI;

- For subjects eligible for study cost support in preschools, primary education, general education: Application form as per Appendix III;

- For subjects eligible for exemption, reduction of tuition fees in vocational education and public higher education institutions: Form as per Appendix V; for subjects eligible for exemption, reduction of tuition fees in private vocational education and higher education institutions: Form as per Appendix VII.

b) Certified copy or copy accompanied by the original for comparison or copy from the original documents proving the eligibility for tuition fee exemption, reduction, and study cost support for the following subjects:

- Confirmation from the management agency of subjects with merits for those specified in Clause 1 of Article 15 of this Decree;

- Disability confirmation by the commune-level People's Committee or a social welfare decision by the Chairman of the district-level People's Committee for those specified in Clause 2 of Article 15 of this Decree;

- Social welfare decision by the Chairman of the district-level People's Committee for those specified in Clause 3 of Article 15 of this Decree;

- Confirmation of poor household status by the commune-level People's Committee for those specified in Clause 4 of Article 15 of this Decree;

- Certificate of eligibility for tuition fee waiver policy as stipulated by Decree No. 27/2016/ND-CP dated April 6, 2016, from the Government of Vietnam concerning a number of policies for non-commissioned officers, soldiers in active duty, discharged, and their relatives, and guiding documents of the Ministry of Defense for those specified in Clause 7 of Article 15 of this Decree;

- Birth certificate and confirmation of poor or near-poor household status by the commune-level People's Committee for those specified in Clause 12 of Article 15 of this Decree;

- Birth certificate and citizen or identity card, confirmation of residence information, or notification of personal identification number and citizen information from the national population database where the agency or organization cannot retrieve citizen's residence information from the national population database for those specified in Clauses 5, 8, 15 of Article 15 and point c, Clause 1, Clause 3, Article 16 of this Decree. From the academic year 2024-2025 (from September 1, 2024), subjects specified in Clauses 5, 6 of Article 15 of this Decree, and from the academic year 2025-2026 (from September 1, 2025), subjects specified in Clauses 8, 9 of Article 15 of this Decree only need to submit a birth certificate;

- Secondary school diploma or temporary graduation confirmation for those specified in Clause 17 of Article 15 of this Decree;

- Social insurance organization's monthly benefit book for the parent whose industrial accident or occupational disease affects the child specified in point a, Clause 2 of Article 16 of this Decree;

- Confirmation from the commune-level People's Committee of near-poor household status for those specified in point b, Clause 2 of Article 16 of this Decree.

c) For preschool children and general education students, learners at educational institutions following the general education curriculum who are eligible for both tuition fee exemption, reduction, and study cost support, only one set of all relevant documents along with an application form (Appendix IV) shall be required.

d) Learners eligible for tuition fee exemption, reduction, and study cost support only need to submit one set of documents initially for the entire study period. For learners from poor or near-poor households, an additional confirmation of poor or near-poor household status must be submitted at the beginning of each semester to process the entitlement for the subsequent semester.

dd) In the case where students have a citizen identity card and personal identification number, and residence information can be obtained through the connection and data sharing with educational training institutions, the Department of Education and Training, the Department of Education and Training, the Ministry of Labor - Invalids and Social Affairs, the Finance Department, the Ministry of Finance, parents or guardians of students do not need to submit a "Birth certificate" and "Permanent residence registration book".

Thus, the documents required to apply for tuition fee exemption for students majoring in Marxism-Leninism and Ho Chi Minh Ideology are:

- Application for tuition fee exemption, Form in Appendix 5 for students in public vocational and higher education institutions; Form in Appendix 7 for students in private vocational and higher education institutions.

* Learners eligible for tuition fee exemption only need to submit one set of documents initially for the entire study period.

In cases where students have a citizen identity card and a personal identification number, residence information can be accessed through the connection and data sharing with educational institutions, the Department of Education and Training, the Department of Education and Training, the Ministry of Labor - Invalids and Social Affairs, the Finance Department, the Ministry of Finance, parents (or guardians) of students do not need to submit "Birth certificate" and "Permanent residence registration book".

Procedures and responsibilities for reviewing and verifying tuition fee exemption documents for students majoring in Marxism-Leninism and Ho Chi Minh Ideology in Vietnam

Based on Clause 2, Article 19 of Decree 81/2021/ND-CP, the procedures and responsibilities for reviewing and verifying tuition fee exemption documents for students majoring in Marxism-Leninism and Ho Chi Minh Ideology are as follows:

* Procedures:

Within 45 working days from the first day of the academic year, students must submit the Application for Tuition Fee Exemption directly to the educational institution, via postal mail, or through an electronic transaction system.

* Responsibilities for review and verification:

- For public vocational and higher education institutions:

Within 10 working days from receiving the application for tuition fee exemption, the principal of the public vocational and higher education institution shall review the documents and decide on the tuition fee exemption for the student;

Simultaneously, prepare a list of students granted tuition fee exemption and send it to the direct managerial authority.

The direct managerial authority will verify, prepare a budget estimate, and send it to the Ministry of Finance for consolidation and submission to competent authorities for funding allocation in the annual budget estimate;

- For private vocational and higher education institutions:

Within 10 working days from receiving the application for tuition fee exemption, the private vocational and higher education institution shall issue a confirmation document as per Appendix 8 of Decree 81/2021/ND-CP.

- For private vocational and higher education institutions:

Within 10 working days from receiving the application, the principal of the private vocational and higher education institution shall confirm the tuition fee exemption documents for learners; simultaneously prepare a list of learners granted tuition fee exemption and send it to the Department of Labor - Invalids and Social Affairs where the learner is permanently registered for processing according to regulations.
