Based on Article 10 of Decree 84/2020/ND-CP:
Exemptions, Public Service Fare Discounts for Students
1. For public transportation services:
a) Students are entitled to fare reductions for train and bus services;
b) Public transportation companies issue discounted fares to students upon presentation of a student card.
2. For public services concerning entertainment, museum visits, historical sites, and cultural works:
a) Students are entitled to service fare reductions when directly using services, including museums, historical sites, libraries, and exhibitions;
b) Cultural and entertainment establishments issue discounted fares to students upon presentation of a student card.
3. Based on specific conditions, the Chairman of the Provincial People’s Committee decides the level of fare exemptions and discounts for public services under their management for students.
4. Disabled students are entitled to fare exemptions and discounts for public transportation, entertainment, museum visits, historical sites, and cultural works as stipulated in Decree No. 28/2012/ND-CP dated April 10, 2012, by the Government of Vietnam guiding the Law on Persons with Disabilities.
Students who are social policy beneficiaries are entitled to train fare exemptions and discounts as stipulated in Decree No. 65/2018/ND-CP dated May 12, 2018, by the Government of Vietnam, which provides detailed regulations on the implementation of several articles of the Railway Law.
Based on the above provisions, students are eligible for fare exemptions and discounts for the following public services:
- Public transportation services: Students are entitled to fare reductions for train and bus services.
To be specific, according to Decision 1682/QD-SGTVT, (download) on adjusting bus fares applicable to subsidized bus routes in Ho Chi Minh City:
- Unified single fare: 3,000 VND per passenger trip. Students must present a student card or related documents to board the bus.
- In cases where students do not present a student card or related documents, they purchase tickets as regular passengers.
Therefore, having a student card will provide a bus fare discount.

What are cases where students are eligible for policy scholarships in Vietnam?
Based on Clause 1, Article 9 of Decree 84/2020/ND-CP:
Policy scholarships
1. Eligibility: Students under priority selection policies; students in pre-university schools; students in boarding schools for ethnic minorities; apprentices in vocational training institutions for war invalids and persons with disabilities.
2. Scholarship amount:
a) For students studying under priority selection policies, students in pre-university schools and boarding schools for ethnic minorities, apprentices in vocational training institutions for war invalids and persons with disabilities: The scholarship is equivalent to 80% of the statutory pay rate per month;
b) For apprentices who are war invalids from poor households studying in vocational training institutions for war invalids and persons with disabilities: The scholarship is equivalent to 100% of the statutory pay rate per month.

Therefore, according to the above provisions, students eligible for policy scholarships in the academic year 2024-2025 include:
- Students under priority selection policies
- Apprentices in vocational training institutions for war invalids and persons with disabilities.

3. Scholarship amount for the entities specified in Point c, Clause 1 of this Article:
a) Good Merit Scholarship: The scholarship amount is equal to or higher than the current tuition ceiling rate of the respective sector, major, or occupation that the student has to pay, as determined by the principal or director (hereinafter referred to as the principal) for students with an average GPA and conduct score of good or higher. For private schools, the minimum scholarship amount is specified by the principal.
For training majors that do not charge tuition fees, the state contract, assigned task, or bidding unit price for the school's training group applies;
b) Excellent Merit Scholarship: The scholarship amount is higher than the Good Merit Scholarship as specified by the principal for students with an average GPA of excellent or higher and conduct score of very good or higher;
c) Outstanding Merit Scholarship: The scholarship amount is higher than the Excellent Merit Scholarship as specified by the principal for students with an average GPA and conduct score of outstanding;
d) The average GPA and conduct score specified in Points a, b, and c of this Clause are determined according to the current regulations of the Ministry of Education and Training, the Ministry of Labor, War Invalids and Social Affairs; within which, the average GPA for scholarship consideration as prescribed in this Decree is calculated from the first exam and course completion tests.
