What are the scholarship incentives and reward policies for students at secondary boarding schools for ethnic minorities in Vietnam?

Based on Article 2 of Joint Circular 109/2009/TTLT/BTC-BGDDT, the scholarship incentives and reward policies for students at secondary boarding schools for ethnic minorities are as follows:

(1). Scholarship:

- Students studying at secondary boarding schools for ethnic minorities under the Ministry of Education and Training, provincial, and district levels receive policy scholarships equal to 80% of the State's minimum wage and are entitled to 12 months a year. For training programs lasting less than 01 year or the final year not fulfilling 12 months, scholarships are granted based on the actual study months of that school year.

- In cases where students are disciplined and expelled, they are not entitled to policy scholarships.

- In cases where students are suspended from studies, they are not entitled to scholarships during the suspension period, except for cases of suspension due to illness, accidents, repeating a year, or other reasons (not due to discipline or voluntary dropout).

- In cases where students do not advance to the next grade (retain), they are entitled to only 1/2 of the scholarship amount during the repeating year. If they fail for the third consecutive year, they are sent back to their localities. Each student is allowed to repeat only once per educational level.

- Students at secondary boarding schools for ethnic minorities who are eligible for policy scholarships and concurrently eligible for social allowances or preferential allowances still enjoy these social or preferential allowances.

(2). Reward Policy:

Students with good academic and training results, achieving a grade of fairly good or higher (in the previous school year), are rewarded by the school once a year as follows:

- 400,000 VND for fairly good;- 600,000 VND for good;- 800,000 VND for excellent.

What are the admission conditions and application dossiers for secondary boarding schools for ethnic minorities in Vietnam?

Based on Article 10 of the Regulation on organization and operation of secondary boarding schools for ethnic minorities issued together with Circular 04/2023/TT-BGDDT, the admission conditions and application dossiers for secondary boarding schools for ethnic minorities are as follows:

(1). Admission Conditions

- Must be eligible for admission. Eligible candidates include:

+ Students of ethnic minorities themselves, and their father or mother or guardian has had a continuous permanent residence for 36 months or more as of the application submission date at:

++ Communes, wards, commune-level towns of area 3, and particularly difficult villages in ethnic minority and mountainous areas, and especially difficult socio-economic areas, as regulated by the competent authority.

++ Communes, wards, commune-level towns of areas 2 and 1 in ethnic minority and mountainous areas, as regulated by the competent authority.

+ Ethnic minority students with very small populations regulated by Decree 57/2017/ND-CP.

+ Kinh ethnic students themselves, and their father or mother or guardian has had a continuous permanent residence for 36 months or more as of the application submission date in particularly difficult communes or villages. secondary boarding schools for ethnic minorities can admit no more than 10% Kinh ethnic students of the total annual new admission quota.

* If the number of admission candidates as defined in (1), (2), (3) is less than the scale of the ethnic boarding school in the area, provincial-level People's Committees may designate additional areas to source human resources training for ethnic minorities, thereby admitting additional eligible ethnic minority candidates from poor or near-poor households having themselves and their father or mother or guardian residing continuously for 36 months or more in these areas as of the admission application submission date.

- Must comply with secondary school and high school admission regulations issued by the Ministry of Education and Training.

(2). Application Dossier

- For secondary school admission:

+ A valid copy of the birth certificate;

+ Legal documents verifying residential information;

+ Primary school transcript or other equivalent documents;

+ Certification of preferential policies granted by competent authorities (if any);

- For high school admission:

+ A valid copy of the birth certificate;

+ Legal documents verifying residential information;

+ Certified copy or photocopy with original for comparison of the secondary school graduation certificate or provisional graduation certificate;

+ Secondary school transcript;

+ Certification of preferential policies granted by competent authorities (if any).
