Pursuant to Article 17 of Decree 81/2021/ND-CP on temporary tuition fee exemption:

Temporary Tuition Fee Exemption

In the event of natural disasters, epidemics, or force majeure events declared by competent authorities; depending on the extent and scope of the damage, the Provincial People's Committee shall submit to the Provincial People's Council for consideration and decision on temporary tuition fee exemptions for kindergarten children and public primary and secondary school students, learners at continuous education institutions following the general education program in affected areas.

Thus, in the event of a natural disaster, the Provincial People's Committee submits to the Provincial People's Council for consideration and decision regarding temporary tuition fee exemptions.

Therefore, public school students affected by Yagi Typhoon (Typhoon No. 3) may be eligible for tuition fee exemption for a certain period depending on the decision of the Provincial People's Council.

Which students in public schools in Vietnam are eligible for tuition fee exemption?

According to Article 15 of Decree 81/2021/ND-CP, the subjects eligible for tuition fee exemption are specified as follows:

Subjects Eligible for Tuition Fee Exemption

1. Individuals as regulated under the Ordinance on preferential treatment for people with meritorious services to the revolution, if attending national education system institutions.

2. Kindergarten children and children with disabilities.

3. Kindergarten children and students under 16 years old without a source of nurture and those aged 16 to 22 studying general education, higher education (first bachelor’s degree) who are eligible for monthly social allowances as prescribed in Clauses 1 and 2, Article 5 of Decree No. 20/2021/ND-CP dated March 15, 2021, of the Government of Vietnam on social assistance policies for social protection beneficiaries. Learners at intermediate and college levels who are orphans not having parental support as per regulations of the Law on Vocational Education.

4. Kindergarten children and general education students, learners at continuous education institutions following the general education program who have parents (either father or mother or both) or grandparents (in case living with grandparents) being classified as poor households as per regulation of the Prime Minister of the Government of Vietnam.

5. Five-year-old kindergarten children in particularly difficult villages/hamlets, area III communes in ethnic and mountainous areas, particularly difficult coastal communes, and islands as defined by competent authorities.

6. Five-year-old kindergarten children not falling under the provisions of Clause 5 of this Article are eligible for tuition fee exemption from the 2024 - 2025 school year (starting from September 1, 2024).

7. Kindergarten children and general education students, learners at continuous education institutions following the general education program who are biological children or legally adopted children of active non-commissioned officers, soldiers, according to the regulations in Clause 2, Article 6 of Decree No. 27/2016/ND-CP dated April 6, 2016, of the Government of Vietnam on some policies for active-duty non-commissioned officers, soldiers, and their relatives.

8. Lower secondary school students in particularly difficult villages/hamlets, area III communes in ethnic and mountainous areas, particularly difficult coastal communes, and islands as defined by competent authorities are eligible for tuition fee exemption from the 2022 - 2023 school year (starting from September 1, 2022).

9. Lower secondary school students not falling under the provisions of Clause 8 of this Article are eligible for tuition fee exemption from the 2025 - 2026 school year (starting from September 1, 2025).

10. Students in the designated admission system (including those in vocational boarding schools with training durations of 3 months or more) as regulated by the Government of Vietnam regarding designated admission policies to national education system institutions.

11. Students in ethnic boarding schools, pre-universities, pre-university faculties.

12. Students at vocational and higher education institutions who belong to ethnic minorities having parents (either father or mother or both) or grandparents (in case living with grandparents) classified as poor or near-poor households as per regulation of the Prime Minister of the Government of Vietnam.

13. Students studying majors in Marx-Leninism and Ho Chi Minh Ideology.

14. General education students, vocational and higher education learners, postgraduate students, and Ph.D. candidates studying one of the specialties: Leprosy, Psychiatry, Forensic Psychiatry, Forensic Medicine, Pathological Anatomy at public medical training institutions following state-ordered assignments.

15. Minority students falling under very few populations as defined in Clause 1, Article 2 of Decree No. 57/2017/ND-CP dated May 9, 2017, of the Government of Vietnam on preferential enrollment and learning support policies for kindergarten children belonging to very few minorities in economically and socially difficult or particularly difficult areas as defined by current competent authorities.

16. Learners eligible for tuition fee exemption under the Government of Vietnam's programs and schemes.

17. Graduates from lower secondary schools continuing to study at the intermediate level.

18. Learners at intermediate and college levels in difficult-to-recruit disciplines necessary for society as per the list defined by the Ministry of Labour, Invalids and Social Affairs.

19. Learners in specialized fields meeting socio-economic development, national defense, and security requirements as defined by the Law on Vocational Education. Specialized fields defined by the Prime Minister of the Government of Vietnam.

Thus, public school students are eligible for tuition fee exemption if they fall into the following categories:

- Students under 16 years old without a source of nurture;

- Students at public general education institutions or continuous education institutions following the general education program who have parents (either father or mother or both) or grandparents (in case living with grandparents) classified as poor households as per regulation of the Prime Minister of the Government of Vietnam.

- Students at public general education institutions or continuous education institutions following the general education program who are biological children or legally adopted children of active non-commissioned officers and soldiers as defined in Clause 2, Article 6 of Decree 27/2016/ND-CP;

- Lower secondary school students in particularly difficult villages/hamlets, area III communes in ethnic and mountainous areas, particularly difficult coastal communes, and islands (other students will be exempt from tuition fees starting September 1, 2025).

- Students in ethnic boarding schools;

- Students belonging to very few minority populations.

Which students are eligible for a 70% tuition fee reduction in Vietnam?

Article 16 of Decree 81/2021/ND-CP specifies the subjects eligible for a 70% tuition fee reduction:

- Students studying traditional and unique arts at vocational and higher education institutions (both public and private) including: traditional folk music performers, Hue traditional musicians, Southern amateur music, theater actors, folk song performance art, Ca Tru art, Bai Choi art, traditional musical instrument performance;

- Students studying the specialties of court music, Cheo, classical opera, Cai Luong, dance, circus; and some other heavy, hazardous, dangerous vocations for vocational education as per the list defined by the Ministry of Labour, Invalids and Social Affairs;

- Students belonging to ethnic minorities (besides minority groups with very few populations) in particularly difficult villages/hamlets, area III communes in ethnic and mountainous areas, particularly difficult coastal communes, and islands as defined by competent authorities.
