  1. School health personnel

a) School health personnel must have professional qualifications of at least an intermediate-level medical practitioner. Based on the practical conditions at the locality, schools may arrange school health personnel to meet the regulations at this Point or sign contracts with commune health stations or medical examination and treatment facilities from the level of general clinics upwards to take care of students' health;

b) School health personnel must regularly update their medical professional knowledge through workshops, training, professional development organized by the Health sector or the Education sector to carry out the prescribed tasks;

c) School health personnel have the duty to advise and organize the implementation in accordance with Articles 9 and 10 and other tasks assigned by the school leadership.

Thus, school health personnel must regularly update their medical professional knowledge.

Article 15 of Joint Circular 13/2016/TTLT-BYT-BGDDT provides for the responsibilities of district health centers, provincial preventive health centers, and the Department of Health as follows:

  1. Lead and cooperate with educational management agencies to advise the People's Committees at all levels to plan and organize the school health work following decentralization.

  2. Coordinate with educational management agencies to organize training, retraining, professional development on school health work; provide professional support to school health personnel; guide the implementation of health management, care, and protection of students' health, and health education communication.

  3. Organize inspections, supervision of school sanitation conditions, environmental sanitation, epidemic prevention, student health management, and other school health work contents following decentralization.

  4. Implement statistical and reporting procedures on school health activities following regulations.

Thus, district health centers, provincial preventive health centers, and the Department of Health are the agencies responsible for providing professional support to school health personnel.

What are the responsibilities of the Division of Education and Training in professional training for school health personnel in Vietnam?

Article 14 of Joint Circular 13/2016/TTLT-BYT-BGDDT has been replaced by clause 7 of Article 147 of Decree 96/2023/ND-CP stipulating the responsibilities of the Division of Education and Training, Department of Education and Training as follows:

  1. Coordinate with the local Health sector to advise the People's Committees at all levels in planning, directing, and organizing the implementation of school health work in the area.

  2. Supervise, inspect, and audit schools in implementing the contents of school health work as prescribed in this Joint Circular.

  3. Coordinate with the Health sector in training, retraining, and professional training for school health personnel.

  4. Coordinate with the local Health sector to annually summarize and evaluate school health work in the area.

  5. Implement statistical and reporting procedures on school health activities following regulations.

  6. Recruitment of school health personnel must comply with the regulations of competent authorities.

  7. In cases of planning, new construction, renovation, repair of schools, acquisition of equipment, learning tools, children’s toys, medicines, medical equipment must be conducted or advised to competent authorities to comply with current standards and regulations.

Thus, the Division of Education and Training, Department of Education and Training are responsible for cooperating with the Health sector in training, retraining, and professional training for school health personnel.
