Are results of foreign language certificates allowed to be converted into scores for total score for high school graduation consideration in Vietnam?
Recently, the Ministry of Education and Training announced the Draft Circular for the Regulation on high school graduation exams.
Based on Article 39 of the Draft Circular for the Regulation on high school graduation exams:
Exemption from Foreign Language in High School Graduation Consideration
1. Members of the national team participating in the international Foreign Language Olympics as decided by the Minister of Education and Training are exempt from the foreign language exam in the consideration for high school graduation.
2. Individuals possessing one of the foreign language certificates listed in the appendix of this Regulation or foreign language certificates recognized as equivalent by the Ministry of Education and Training, aligned with the 6-level foreign language competency framework for Vietnam (achieving level 3 or above and valid until the exam registration date), are exempt from the foreign language exam in the high school graduation consideration.
3. Candidates meeting the exemption criteria for the foreign language exam will not have their scores converted into the total score for graduation consideration. In cases where candidates are eligible for the foreign language exemption but still choose to take the language exam during the graduation exam, the actual exam results must be used to calculate the high school graduation score.
It is anticipated that candidates will still be exempt from the foreign language exam but will not have their scores converted into the total score for graduation consideration. However, candidates who choose to take the foreign language exam during the graduation exam must use the actual exam results to calculate the high school graduation score.

According to the latest Draft, what regulations must candidates follow when taking multiple-choice exams?
Based on Article 21 of the Draft Circular on the Regulation of high school graduation exams for 2025 (Regulation) regarding the responsibilities of candidates for the 2025 high school graduation exams, candidates must adhere to the following regulations when taking multiple-choice tests:
(1) Must comply with the following regulations in the examination room:
- Sit at the designated seat with their exam number; present ID and admission card when requested by the proctor or authorized personnel at the exam site;
- To assist in taking the exam, candidates can bring into the examination room: pens; rulers; pencils; erasers; protractors; graphing compasses; handheld calculators without text editing functions, no periodic table lookup functions, and no memory cards.
Forbidden items in the exam room: carbon paper, correction pens, alcoholic beverages; weapons and explosive, flammable substances; documents, communication devices (receiving, transmitting information, recording, photographing) or items containing information used to cheat during the exam;
- Before starting the exam, candidates must fill in their exam number and personal information on the exam paper, answer sheets, multiple-choice answer sheets, and scratch paper. When receiving the exam paper, they must check the page count, print quality, and consistency of the exam code on each page (for multiple-choice exams); if any pages are missing, torn, blurry, or incorrect, they must report to the proctor within 5 minutes from the start time;
- During the exam, maintain silence, and immediately report to the proctor if someone copies their work or interferes with their work; do not engage in discussions, copying, sharing answers, using unauthorized materials, or any fraudulent actions; if wanting to speak, raise a hand to ask the proctor, and after permission, stand and present the opinion publicly. Do not mark or make private symbols, do not write in pencil except for filling in bubbles on the multiple-choice answer sheets; only use one ink color (blue or black);
- For essay exams, candidates can only leave the examination room after 2/3 of the designated time has passed and must submit their work, exam paper, and scratch paper before leaving; for multiple-choice exams, candidates cannot leave the examination room during the entire exam period, including breaks between subjects of elective tests; if a candidate must temporarily leave the room, the proctor must notify the room supervisor to coordinate; if leaving for emergency medical reasons, the candidate must be supervised by both the police and the room supervisor until the exam period ends, as decided by the Exam Center Head;
- When the end-of-exam signal is given, candidates must stop writing immediately and secure their examination papers. When submitting essay papers, they must note the number of submitted sheets and sign the submission form; candidates who do not complete the exam must still submit the test paper (for essay exams) or multiple-choice answer sheets (for multiple-choice exams).
(2) Additional regulations:
- Must complete the exam on the pre-printed multiple-choice answer sheets as prescribed by the Ministry of Education and Training; only use black lead pencils to mark the exam number bubbles, exam code bubbles, and answer bubbles; if a mistake occurs or an answer needs changing, erase the old bubble completely before marking the new one;
- Accurately and fully fill in the blanks on the top of the multiple-choice answer sheets; write and mark the complete exam number (including leading zeros) and accurately enter the exam code on both submission forms;
- Check the exam paper to ensure all questions and pages are present as listed on the paper, and all pages have the same exam code;
- Do not submit the exam before time is up; when time is up, submit the multiple-choice answer sheets to the proctor and sign the submission form;
- Only leave the examination room after the proctor has verified all multiple-choice answer sheetss and granted permission to leave;
- Candidates who only take the first and/or second subject of the elective test must move to the waiting room after submitting their multiple-choice answer sheets and stay there until the final subject ends before leaving the exam area.
While moving to the waiting room and during the waiting period, candidates must maintain silence and strictly follow the instructions of the room supervisor or waiting room manager.
In necessary cases, only leave the waiting room with permission from the waiting room manager and under the supervision of the room supervisor;
- Candidates taking only the second subject of the elective test must be present at the exam site at least 10 minutes before the test paper distribution to prepare.
