Pursuant to Clause 10, Article 2 of the Regulations for University Admissions and College Admissions in Early Childhood Education issued together with Circular 08/2022/TT-BGDDT, bonus points are the point differences between the admission scores for priority groups compared to the normal admission scores; or in other words, the points that are added to the assessment points to apply the normal admission scores for the priority group.

Based on Point a, Clause 1, Article 7 of the Regulations for University Admissions and College Admissions in Early Childhood Education issued together with Circular 08/2022/TT-BGDDT which prescribes as follows:

Priority Policy in Admissions

  1. Regional Priority (according to Appendix I of the Regulations)
    a) The bonus points applied for Region 1 (KV1) is 0.75 points, rural Region (KV2-NT) is 0.5 points, Region 2 (KV2) is 0.25 points; Region 3 (KV3) does not receive bonus points;
  2. b) The admission region of each candidate is determined by the location of the school where the candidate attended the longest during high school (or equivalent); if the duration of attendance is the same for different regions, then it is determined based on the region of the last attended school;...

Thus, candidates from Region 3 (which comprises inner-city districts of centrally-governed cities) are not granted bonus points in university admissions.

What are the bonus points for policy beneficiaries in Vietnam?

Based on Clause 2, Article 7 of the Regulations for University Admissions and College Admissions in Early Childhood Education issued together with Circular 08/2022/TT-BGDDT which prescribes as follows:

Priority Policy in Admissions...

2. Priority according to policy beneficiaries (according to Appendix II of the Regulations)

a) The bonus points applied for the UT1 group (including subjects 01 to 04) are 2.0 points and for the UT2 group (including subjects 05 to 07) are 1.0 points;

b) bonus points for other policy beneficiaries (as stipulated in current legal documents) are decided by the Minister of Education and Training;

c) Candidates belonging to multiple policy categories as stipulated in points a, b of this clause are only calculated the highest bonus point....

Thus, the bonus points in university admissions for policy beneficiaries are as follows:

- For group UT1: 2.0 points. Group UT1 includes:

+ Vietnamese citizens who are ethnic minorities having resided for more than 18 months during high school at Region 1.

+ Workers who have worked continuously for over 5 years, with at least 2 years as award-winning workers recognized by a provincial level or higher authority and awarded a certificate of merit.

+ War invalids, sick soldiers, persons with "Certificate of Entitlement to Policies as War Invalids."

+ Active-duty soldiers, officers, non-commissioned officers in the People's Army or People's Police, serving for 12 months or longer in Region 1.

+ Active-duty soldiers, officers, non-commissioned officers serving for 18 months or longer.

+ Soldiers, officers, non-commissioned officers who have been discharged and recognized as having completed military service as required.

+ Relatives of martyrs.

+ Children of war invalids, children of sick soldiers, children of persons who receive policies as war invalids with a reduction in working capacity of 81% or more.

+ Children of people who participated in revolutionary activities affected by toxic chemicals with a reduction in working capacity of 81% or more.

+ Children of Heroes of the People's Armed Forces; children of Labor Heroes during the resistance period.

+ Children of people who participated in revolutionary activities and are deformed or disabled due to toxic chemicals and receiving monthly subsidies.

- For group UT2: 1.0 point. Group UT2 includes:

+ Young volunteers who are designated to study.

+ Active-duty soldiers, officers, non-commissioned officers in the People's Army or People's Police, serving for less than 12 months in Region 1 and less than 18 months in other regions.

+ Commune-level military leaders, Deputy-Commanders of commune military commands; Village military leaders, platoon leaders in the core militia, core militia members who have completed core militia duties for 12 months or longer, and applying for local military training. Maximum time limit for priority is 18 months from the discharge date to application date.

+ Vietnamese citizens who are ethnic minorities residing outside the regions specified for subject 01.

+ Children of war invalids, children of sick soldiers, children of persons who receive policies as war invalids with a reduction in working capacity of less than 81%.

+ Children of people who participated in revolutionary activities affected by toxic chemicals with a reduction in working capacity of less than 81%.

+ Severely disabled persons with a disability certificate issued by competent authorities according to Joint Circular 37/2012/TTLT-BLDTBXH-BYT-BTC-BGDDT.

+ Outstanding workers from all economic sectors from provincial level onwards recognized as skilled workers, artisans, awarded "Creative Labor" titles by the Vietnam General Confederation of Labor or the Central Youth Union.

+ Teachers who have taught for 3 years or longer applying for teacher training programs.

+ Nurse aids, medical aids, orderlies, assistant doctors, nurses, midwives, technicians, persons with a secondary pharmaceutical diploma who have worked for 3 years or longer applying for the same health field from which they graduated.

- Other subjects: the bonus points are stipulated in current legal documents.

What are the general requirements in university admissions in Vietnam?

Pursuant to Article 3 of the Regulations for University Admissions and College Admissions in Early Childhood Education issued together with Circular 08/2022/TT-BGDDT, the general requirements in admissions are as follows:

- Education institutions exercise autonomy and responsibility for admissions, ensuring compliance with laws and being accountable before the law.

- Each educational institution takes all necessary measures to create favorable conditions and equal opportunities for all candidates; to select those candidates whose aspirations and abilities best match the requirements of their programs and fields of study.

- Educational institutions closely coordinate under the support and supervision of the Ministry of Education and Training to ensure uniformity, consistency, and connectivity within the system; to help improve the quality and efficiency of admissions for each institution and the entire system.
