Types and System of Secondary Schools
1. Secondary schools are organized into two types: public and private.
a) Public secondary schools are established and directly managed by competent state authorities. The investment in construction of physical facilities and regular operational funding of public secondary schools are primarily ensured by the state budget.
b) Private secondary schools are invested in by domestic or foreign investors who ensure the operational conditions, and are established according to the provisions of the law. The investment in construction of physical facilities and operational funding of private secondary schools come from sources outside the state budget.

1. The school council of a public lower secondary school:
a) The school council of a public lower secondary school is the governing body of the school, representing the ownership of the school and related parties, responsible for making decisions about the school's operational direction, mobilizing, and supervising the use of resources allocated to the school, connecting the school with the community and society, ensuring the educational objectives are achieved.
b) The composition of the school council of a public lower secondary school includes: the party committee secretary; the principal; the chairperson of the Trade Union; the secretary of the Ho Chi Minh Communist Youth Union; representatives from professional groups, office groups; representatives from local authorities, the parent representative committee, and student representatives.
The school council has a chairperson, a secretary, and members; the number of members must be odd, at least 07 and at most 15 people. The term of the school council is 05 years.

1. The Commendation and Reward Council
The Commendation and Reward Council is established at the beginning of each academic year to assist the principal in organizing competition movements and proposing reward lists for staff, teachers, employees, and students in the school. The Commendation and Reward Council is established and chaired by the principal. Members of the Commendation and Reward Council include: the party committee secretary, the vice-principal, a representative of the school council, the chairperson of the Trade Union, the secretary of the Ho Chi Minh Communist Youth Union (if any), the head of the Young Pioneers Team of Ho Chi Minh (if any), the heads of professional groups, the heads of office groups, and class teachers.
2. The Disciplinary Council
a) The Student Disciplinary Council is established to consider or remove disciplinary measures against students for each case. The Student Disciplinary Council is decided by the principal and chaired by the principal. Members of the council include: the vice-principal, the secretary of the Ho Chi Minh Communist Youth Union (if any), the head of the Young Pioneers Team of Ho Chi Minh (if any), the homeroom teacher of the class with the violating student, some experienced education teachers, and the head of the school's parent representative committee.
b) The Staff Disciplinary Council is established to consider and propose disciplinary actions against staff, teachers, and employees for each case. The formation, composition, and operation of the staff disciplinary council are carried out in accordance with the law.
3. The Advisory Council
Advisory councils are established by the principal according to the specific requirements of each task. The duties, composition, and operational duration of the advisory councils are determined by the principal.
