Based on Article 6 of the Working Policies for General Education Teachers promulgated together with Circular 28/2009/TT-BGDDT (supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT), the regulations are as follows:

Teaching hour norms

The teaching hour norms are the number of theoretical or practical teaching hours that each teacher must teach in a week. Specifically:

1. The teaching hour norms for primary school teachers are 23 hours, for lower secondary school teachers are 19 hours, and for upper secondary school teachers are 17 hours;

2. The teaching hour norms for teachers at ethnic minority boarding schools are 17 hours at the lower secondary level and 15 hours at the upper secondary level;

The teaching hour norms for teachers at ethnic minority semi-boarding schools are 21 hours at the primary level and 17 hours at the lower secondary level;

The teaching hour norms for teachers at schools or classes for disabled and handicapped people are 21 hours for primary school teachers and 17 hours for lower secondary school teachers.

2a. The teaching hour norms for teachers at preparatory university schools are 12 hours.

3. Teachers who are General Counselors for the Ho Chi Minh Young Pioneers at level I schools teach 2 hours per week, at level II schools teach 1/3 of the teaching hour norms, and at level III schools teach 1/2 of the teaching hour norms for teachers of the same education level. The classification of general schools follows current regulations.

Thus, the teaching hour norms for primary school teachers are 23 hours. The teaching hour norms for primary school teachers at ethnic minority semi-boarding schools are 21 hours. The teaching hour norms for primary school teachers at schools or classes for disabled and handicapped people are 21 hours.

And based on Article 10 of the Working Policies for General Education Teachers promulgated together with Circular 28/2009/TT-BGDDT (supplemented by Clause 10, Article 1 of Circular 15/2017/TT-BGDDT), the regulations are as follows:

Regulations on the reduction of teaching hour norms for other subjects

1. Teachers who are initially employed under a first-time contract will have their teaching hours reduced by 2 hours per week.

2. Female teachers with children under 12 months old are entitled to a reduction of 3 hours per week (for upper secondary and lower secondary teachers) and 4 hours (for primary school teachers) per week.

2a. Female teachers at preparatory university schools with children under 12 months old are entitled to a reduction of 3 hours per week.

Teachers who are initially employed under a first-time contract will have their teaching hours reduced by 2 hours per week.

Therefore, probationary primary school teachers will have their teaching hours reduced by 2 hours per week.

When are probationary primary school teachers in Vietnam entitled to 100% of their salary?

Based on Article 23 of Decree 115/2020/ND-CP, amended by Clause 13, Article 1 of Decree 85/2023/ND-CP, the regulations are as follows:

Regimes and policies for probationers and probationary instructors

1. During the probation period, the probationer is entitled to 85% of the level 1 salary of the recruited professional title. In cases where the probationer has a master's degree corresponding to the requirements of the recruitment position, the probationer is entitled to 85% of the level 2 salary of the recruited professional title; in cases where the probationer has a doctoral degree corresponding to the requirements of the recruitment position, the probationer is entitled to 85% of the level 3 salary of the recruited professional title. The allowances will be according to the provisions of the law.

2. The probationer is entitled to 100% of the salary and allowances of the professional title corresponding to the training level specified in Clause 1 of this Article in the following cases:

a) Working in areas with especially difficult socio-economic conditions;

b) Working in hazardous or dangerous industries;

c) Completing military service; participating in the People's Police service; army officers, police officers, professional soldiers returning from service, cipher officers transitioning to other sectors, graduates from officer reserve training, graduates from commune military command staff training programs, who have been awarded reserve officer ranks and registered as reserve officers, youths in the youth volunteer force, and young intellectual volunteers participating in rural and highland development programs for at least 24 months and have completed their missions.

Thus, probationary primary school teachers are entitled to 100% of their salary in the following cases:

- Probationary primary school teachers working in areas with especially difficult socio-economic conditions;- Probationary primary school teachers working in hazardous or dangerous industries;- Probationary primary school teachers who have completed military service; participating in the People's Police service; army officers, police officers, professional soldiers returning from service, cipher officers transitioning to other sectors, graduates from officer reserve training, graduates from commune military command staff training programs, who have been awarded reserve officer ranks and registered as reserve officers, youths in the youth volunteer force, and young intellectual volunteers participating in rural and highland development programs for at least 24 months and have completed their missions.

Do probationary primary school teachers have a mentor in Vietnam?

Based on Article 22 of Decree 115/2020/ND-CP, the regulations are as follows:

Guidance for probationers

1. Public service providers are responsible for guiding probationers to understand and perform tasks according to the probation content requirements stipulated in Clause 3, Article 21 of this Decree.

2. No later than 05 working days from the date the public employee reports to work, the head of the public service provider must issue a written decision appointing a public employee holding the same or higher professional title, with expertise, and experience to guide the probationer.

Therefore, no later than 05 working days from the date the primary school teacher reports to work, a teacher holding the same or higher professional title, with expertise, and experience will be appointed to guide the probationary primary school teacher.
