1. Based on the orientation, objectives of building and developing the national and local teacher workforce, the need for teachers, and the targets specified in Articles 4, 5, and 6 of this Decree, the plan is developed as follows:
a) The provincial People's Committee issues the annual plan for implementing the roadmap to improve standardized educational qualifications of preschool, primary, and lower secondary school teachers;
b) The Ministry of Education and Training issues 5-year plans according to the roadmap 2020 - 2025 and 2026 - 2030.
2. Plan development:
a) The Ministry of Education and Training issues 5-year plans according to the roadmap 2020 - 2025 and 2026 - 2030, and sends them to the provincial People's Committee as a basis for building annual plans;
b) Annually, preschool and general education institutions develop plans, send them to the Division of Education and Training for compilation, advise the district-level People's Committee to issue plans, and send them to the Department of Education and Training, Department of Education - Science and Technology Bac Lieu (hereinafter collectively referred to as the Department of Education and Training);
The provincial People's Committee issues annual plans on the advice and proposal of the Department of Education and Training, based on the plans of the Ministry of Education and Training and the annual plans of the district-level People's Committee;
c) The provincial People's Committee sends the plan to the Ministry of Education and Training for compilation, monitoring, and implementation guidance.

Under Clause 2, Article 10 of Decree 71/2020/ND-CP, the rights and responsibilities of preschool teachers sent for training to improve standardized educational qualifications in Vietnam are:
- Rights of teachers sent for training to improve the standardized educational qualifications:
+ Be facilitated in terms of time by the managing and employing agencies; receive support for tuition fees (applied according to the current legal regulations for pedagogical students);
+ Have the training period counted as continuous working time;
+ Enjoy 100% salary and policies, and allowances as prescribed by law.
- Responsibilities of teachers sent for training to improve the standardized educational qualifications:
+ Comply with training regulations, rules, and training time requirements; be subject to the management of the training institution during the participation in training activities;
+ Commit to perform duties at preschool and general education institutions after completing the training program for at least twice the training period;
+ During the course duration, teachers still have to perform working duties as prescribed when not participating in training activities;
+ If teachers do not complete the training program within the prescribed time, leading to extended training time, they must self-finance the additional training costs incurred during the extended training period.
