Based on Article 2 of Decree 71/2020/ND-CP, the provisions for subjects undergoing a background qualification improvement are as follows:

Subjects undergoing a background qualification improvement

1. Preschool teachers without a pedagogical college diploma or higher, who as of July 1, 2020, still have 07 years (84 months) of service until the retirement age as regulated.

2. Primary school teachers without a bachelor's degree in primary education training or without a bachelor's degree in a relevant field and with a professional pedagogical training certificate or higher, who as of July 1, 2020, still have 08 years (96 months) of service for teachers with intermediate qualifications and 07 years (84 months) of service for teachers with college qualifications until the retirement age as regulated.

3. Lower secondary school teachers without a bachelor's degree in teacher training or without a bachelor's degree in a relevant field and with a professional pedagogical training certificate or higher, who as of July 1, 2020, still have 07 years (84 months) of service until the retirement age as regulated.

Preschool teachers without a pedagogical college diploma or higher, who as of July 1, 2020, still have 07 years (84 months) of service until the retirement age as regulated.

Hence, according to the regulation, preschool teachers without a pedagogical college diploma, if as of July 1, 2020, still have 07 years (84 months) of service until the retirement age as regulated, are subject to the background qualification improvement plan.

What is the background qualification improvement plan for preschool teachers in Vietnam?

Based on Article 8 of Decree 71/2020/ND-CP, the provisions for executing the background qualification improvement plan for teachers are as follows:

- Based on the orientation, objectives of building and developing the national, local teaching staff, the demand for teachers, and the criteria to be achieved as regulated in Articles 4, 5, and 6 of Decree 71/2020/ND-CP, the planning will be carried out as follows:

+ The provincial-level People's Committee issues an annual background qualification improvement plan for preschool, primary, and lower secondary school teachers;

+ The Ministry of Education and Training issues a 5-year plan for the periods 2020 - 2025 and 2026 - 2030.

- Formulating the plan:

+ The Ministry of Education and Training issues a 5-year plan for the periods 2020 - 2025 and 2026 - 2030, sends it to provincial-level People's Committees as a basis for formulating annual plans;

+ Annually, preschool education institutions and general education institutions prepare a plan, submit it to the Education and Training Department for aggregation, advising the district-level People's Committee to issue a plan, and submit it to the Department of Education and Training; and the Bac Lieu Department of Education - Science and Technology (hereinafter collectively referred to as the Department of Education and Training);

The provincial-level People's Committee issues an annual plan based on the advice and proposals from the Department of Education and Training and the annual plan of the district-level People's Committee;

+ The provincial-level People's Committee sends the plan to the Ministry of Education and Training for synthesis, monitoring, and directive implementation.

- Main contents of the annual plan and the 5-year plan include:

+ Objectives, principles, methods of selecting teachers for training participation;

+ Determining the roadmap; the number of preschool, primary, and lower secondary school teachers required to undergo background qualification training each year and for the entire roadmap;

+ Responsibilities of organizations, units, and individuals in implementing the plan.

- The Ministry of Education and Training's 5-year roadmap plan for 2020 - 2025 must be issued within 30 days from the effective date of this Decree.

The provincial-level People's Committee's 2020 plan must be issued within 60 days from the effective date of this Decree; subsequent annual plans must be issued before December 15 of the preceding year.

What will be the funding source for the background qualification improvement plan for preschool teachers in Vietnam?

Based on Article 9 of Decree 71/2020/ND-CP, the provisions for funding the background qualification improvement plan for teachers are as follows:

- The funding for the background qualification improvement plan for teachers is guaranteed by the local budget according to the provisions of the State Budget Law 2015 and other legal financial sources; the central budget supports the local government when the local budget cannot balance to carry out this task as per the law on the state budget.

- Non-public educational institutions ensure funding to cover the policies stipulated at Point c, Clause 1, Article 10 of Decree 71/2020/ND-CP for teachers sent for background qualification training.

- Payment of training costs for background qualification enhancement for teachers to training institutions assigned tasks, placed orders, or obtain tenders in accordance with the law.
