Based on Clause 4, Article 8 of Decree 105/2020/ND-CP, the procedures to apply for subsidies for children of laborers working in industrial zones are as follows:
Step 1: Formulate and submit the dossier
- Preschool institutions disseminate, widely inform, and guide parents or caregivers of eligible children to submit assistance application dossiers
+ Time: August annually
- Workers submit the dossier to the preschool institution:
+ Deadline: within 15 working days from the date the preschool institution issues the notice
+ Submission form: directly, by post, or online.
Step 2: The preschool institution receives the dossier, compiles the list, and requests the district-level People's Committee
- The preschool institution receives workers' dossiers, checks the dossier components:
+ If the dossier components submitted are unverified copies, the receiver must verify against the original, sign the copies for inclusion in the dossier
+ Request for supplementation if the dossier is incomplete or unsatisfactory.
- After receiving valid dossiers, the preschool institution issues a receipt notice to parents or caregivers of the children.
+ If the dossier sent by post or online doesn't meet the requirements, within 5 working days, the preschool institution sends a notice of non-acceptance and the reasons to the parents or caregivers of the children;
- The preschool institution compiles the list of assistance-eligible preschool children along with the workers' dossiers
+ Time: within 10 working days from the dossier submission deadline
- The preschool institution submits the dossiers to the managing Department of Education and Training for review and compilation
+ The legal representative of private or public preschool institutions is fully responsible for the list of children eligible for the assistance;
Step 3: Process the dossier
- The Department of Education and Training verifies the dossiers, compiles the list of assistance-eligible preschool children, and sends it to the corresponding financial authority for proposal submission to the district-level People's Committee for approval per the State Budget Law;
+ Deadline: within 7 working days from receiving the preschool institution's dossier
- The district-level People's Committee approves the list of assistance-eligible preschool children and informs the preschool institution;
+ Time: within 7 working days from receiving the Department of Education and Training's dossier
Step 4: Disburse the assistance
- After approval by the competent authority, the preschool institution publicly announces the list of assistance-eligible preschool children.
+ The preschool institution is responsible for receiving and disbursing the assistance funds directly in cash to the parents or caregivers of the children;
- The disbursement occurs twice in the school year:
+ First installment covering 4 months in November or December annually;
+ Second installment covering the remaining months in March or April annually;
If parents or caregivers of the children haven't received the educational support funds within the prescribed time, they will be back-paid in the next disbursement period;
If the child discontinues schooling, the preschool institution must report to the Department of Education and Training, which will then submit to the district-level People's Committee to cease the assistance payment.
