First, based on Clause 2, Article 2 regarding the Competition for Excellent Teachers in Preschool Education Institutions; Excellent Teachers, Excellent Homeroom Teachers in General Education Institutions (issued together with Circular 22/2019/TT-BGDDT):

2. Principles of the Competition:

a) Based on the voluntariness of the teachers; not to coerce teachers, not to create pressure for teachers to participate in the Competition;

b) Ensure truthfulness, democracy, transparency, fairness, objectivity, and effectiveness;

c) Ensure compliance with the policies and laws of the State, and regulations of the Sector.

According to the above regulation, lower secondary school teachers participating in the Excellent Teachers Competition are conducted on a voluntary basis and are not coerced or pressured.

Therefore, lower secondary school teachers are not required to take the excellent teacher exam.

How many lower secondary school teachers shall participate in the school-level competition for excellent teachers in Vietnam?

Based on the provisions of Clause 3, Article 3 regarding the Competition for Excellent Teachers in Preschool Education Institutions; Excellent Teachers, Excellent Homeroom Teachers in General Education Institutions (issued together with Circular 22/2019/TT-BGDDT):

Levels of organization, cycle, and participants of the Competition

1. The school-level, district-level, and provincial-level Competitions for Excellent Teachers, Excellent Homeroom Teachers:

a) The school-level Excellent Teachers, Excellent Homeroom Teachers Competition is held every 02 years, organized by the school. Participants in the Competition are teachers working at the school organizing the Competition;

b) The district-level Excellent Teachers, Excellent Homeroom Teachers Competition is held every 02 years, organized by the district education and training department. Participants in the Competition are teachers working at early childhood, elementary, and lower secondary school education institutions in the district-level (district, district-level town, province-level city) organizing the Competition;

c) The provincial-level Excellent Teachers, Excellent Homeroom Teachers Competition is held every 04 years, organized by the provincial education and training department. Participants in the Competition are teachers working at early childhood, general education institutions in the province or centrally governed cities organizing the Competition.

2. The number of teachers participating in the Excellent Teachers, Excellent Homeroom Teachers Competitions at all levels shall be decided by the principal of the kindergarten, preschool, nursery school; principal of the general education institution; head of the district education and training department; director of the provincial education and training department according to the management decentralization, ensuring suitability with the actual situation, facilities conditions, and local budget annually.

3. The head of education and training department specifically determines the number of early childhood teachers participating in school-level Competitions for independent groups and preschool classes.

Thus, the number of teachers participating in the school-level Excellent Teachers Competition is determined by the principal of the kindergarten, preschool, nursery school; principal of the general education institution; head of the district education and training department; and the director of the provincial education and training department according to the management decentralization.

What documents are required for lower secondary school teachers to participate in the school-level excellent teachers competition in Vietnam?

Based on the provisions of Article 9 regarding the Competition for Excellent Teachers in Preschool Education Institutions; Excellent Teachers, Excellent Homeroom Teachers in General Education Institutions (issued together with Circular 22/2019/TT-BGDDT), the following documents are required:

- School level:

(1) Professional qualification results (including professional qualification assessment results and valid proofs) according to point a, Clause 2 of Articles 6, 7, 8 of the Regulations issued along with Circular 22/2019/TT-BGDDT;

(2) Confirmation from the educational institution's leadership along with valid proofs of significantly helping learners through effectively applying measures in child care, education; in teaching, homeroom duties;

- District, provincial levels:

(1) List of teachers registering for the district-level Competition confirmed by the leadership of the early childhood, elementary, lower secondary school education institutions; list of teachers registering for the provincial-level Competition confirmed by the head of the education and training department, leadership of the high school.

(2) List attached with valid proofs confirming eligibility to participate in the Competition as stipulated in Articles 6, 7, and 8 of the Regulations issued along with Circular 22/2019/TT-BGDDT; confirmation from the educational institution's leadership along with valid proofs of significantly helping children, students through effectively applying measures in child care, education; in teaching, homeroom duties.
