Pursuant to Clause 2, Article 6 of Decree 13/2014/ND-CP:

Standard qualifications for teachers and lecturers in national defense and security education; time frame and roadmap for completion

1. Teachers must meet one of the following standard qualifications:

a) Have a bachelor's degree in national defense and security education;

b) Have a bachelor's degree in another field and a certificate of training for teachers and lecturers in national defense and security education;

c) Have a secondary degree in the field of training teachers in national defense and security education.

2. Lecturers must meet one of the following standard qualifications:

a) Have a bachelor's degree in national defense and security education or higher;

b) Military or police officers with a bachelor's degree or higher;

c) Have a bachelor's degree or higher in another field and a certificate of training for teachers and lecturers in national defense and security education and a certificate of pedagogical professional training.

3. Time frame and roadmap for completion

The Ministry of Education and Training, in collaboration with the Ministry of Defense and relevant agencies and organizations, shall develop and adjust the project for training teachers and lecturers in national defense and security education to ensure:

a) By the end of 2016, over 70% of teachers in national defense and security education are trained to meet the standard qualifications; by the end of 2020, this figure should be over 90%;

b) By the end of 2016, over 50% of lecturers in national defense and security education are trained to meet the standard qualifications; by the end of 2020, this figure should be over 70%.

Thus, according to the regulations, lecturers must meet one of the following standard qualifications:

- Have a bachelor's degree in national defense and security education or higher;

- Military or police officers with a bachelor's degree or higher;

- Have a bachelor's degree or higher in another field and a certificate of training for teachers and lecturers in national defense and security education and a certificate of pedagogical professional training.

This means it is not mandatory for lecturers in national defense and security education to have a bachelor's degree in national defense and security education.

Is it mandatory for training institutions for teachers and lecturers in national defense and security education in Vietnam to have permanent teachers?

Pursuant to Clause 1, Article 7 of Decree 13/2014/ND-CP:

Conditions for higher education institutions and schools of the armed forces to train teachers and lecturers in national defense and security education

Higher education institutions and schools of the armed forces meeting the following conditions shall be considered by the Ministry of Education and Training to open training programs for teachers and lecturers in national defense and security education:

1. Have a team of permanent lecturers accounting for at least 70% of the training program's total teaching volume, including at least one lecturer with a doctorate and three lecturers with a master's degree in the registered field.

2. Have a training program for teachers and lecturers in national defense and security education issued by the Ministry of Education and Training.

3. Have appropriate infrastructure, including campuses, lecture halls, training grounds, practice areas, specialized classrooms, and adequate facilities for teaching, studying, training, and communal activities according to the military lifestyle for students.

4. Have a library, information search room, software, and equipment for borrowing and searching documents; sufficient sources of information and materials: books, textbooks, course materials for different modules/subjects, and relevant documents, domestic and foreign journals to meet the requirements of training teachers and lecturers in national defense and security education.

5. Have a specialized management unit to meet professional requirements for managing the activities of training university-level teachers and lecturers in national defense and security education.

Hence, in accordance with the above regulations, it is required to have a team of permanent lecturers who undertake at least 70% of the training program's total teaching volume, including at least one lecturer with a doctorate and three lecturers with a master's degree in the registered field.

What are current regulations on training teachers and lecturers in national defense and security education in Vietnam?

Pursuant to Clause 1, Article 24 of Law on National Defense and Security Education 2013, current regulations on training teachers and lecturers in national defense and security education are as follows:

- Formal training in the field of national defense and security education, with a concentration of 4 years for those who have graduated from high school;

- Secondary degree training, with a concentration of 2 years for those who have graduated with a bachelor's degree in another field;

- Secondary degree training, with a concentration of 18 months for teachers and lecturers currently teaching at high schools, vocational education institutions, and higher education institutions who have a certificate of training in national defense and security education with a training duration of no less than 6 months.
