Based on subsection 2, Section 1 of Official Dispatch 4606/BGDDT-GDDH in 2024, the breakthrough core tasks in higher education and pedagogy colleges for the 2024 - 2025 academic year are stipulated as follows:

- Perfecting development strategies, streamlining the organizational structure, and mobilizing all resources to enhance university governance capacity, strengthen conditions ensuring education quality, perfect and develop the internal quality assurance system, and improve each training institution's performance indicators, meeting all criteria of university education standards.

- Strong innovation in curriculum and training methods associated with strengthening management, improving training quality of human resources, research capacity in science and technology, innovation, especially in sectors and key industries aligned with regional and local developmental orientation.

- Enhancing the application of digital technology, particularly artificial intelligence, throughout the higher education system, associated with administrative reform, innovating school management and governance methods, innovating teaching and learning methods, examinations, and evaluations, creating a positive impact on renewing general education.

- Promoting training, fostering, attracting, and developing a team of high-level lecturers, scientists, leading experts, especially in several key and pivotal sectors, high-tech sectors.

- Effectively organize and implement tasks, prepare well the projects and plans under the Government of Vietnam's action programs implementing Central and Politburo resolutions; strategies, plans, programs, projects approved by the Prime Minister, especially developing high-quality human resources serving Vietnam's high-tech industries, focusing on semiconductor microchip industries, artificial intelligence, cybersecurity, biotechnology, and green energy.

Thus, one of the core tasks in higher education for the 2024 - 2025 academic year will include enhancing the application of digital technology, particularly artificial intelligence, throughout the higher education system, along with some other activities.

What are the tasks in higher education regarding development strategy and promoting university autonomy in Vietnam?

Based on subsection 1, Section 2 of Official Dispatch 4606/BGDDT-GDDH in 2024, the breakthrough core tasks in higher education and pedagogy colleges for the 2024 - 2025 academic year regarding development strategy and promoting university autonomy are as follows:

- Complete the strategy, development planning of each training institution in the new period, in line with the national overall planning, planning of higher education institutions network development, and sectoral socio-economic development strategies and planning, developmental orientation, regional and local planning; the new context of international and domestic higher education.

- Streamline the organizational structure, reduce the number of focal points and intermediate management levels in training institutions, enhance management decentralization, especially in carrying out professional tasks in accordance with the spirit of university autonomy;

Implement the establishment of the school council, complete leadership positions in line with the Law on Higher Education and guiding decrees of the Government of Vietnam; implementing the secretary of the party committee concurrently as chairman of the public university council.

- Review and complete internal regulations and statutes in accordance with the Law on Higher Education and related guiding decrees and circulars related to higher education;

Organize training, fostering to enhance the capacity of law execution for the management team of higher education institutions.

- Fully perform the responsibility to disclose the activities of higher education institutions as per regulations.

Complete the database, management information systems, quality assurance conditions, and outcomes of the training institutions; establish connectivity, update fully, accurately, promptly, and consistently on the Higher Education Information System (HEMIS).

Which units shall conduct the breakthrough core tasks in higher education for the 2024 - 2025 academic year in Vietnam?

Based on Section 3 of Official Dispatch 4606/BGDDT-GDDH in 2024, the breakthrough core tasks in higher education and pedagogy colleges for the 2024 - 2025 academic year are as follows:

Based on current regulations, guidance documents of the Ministry of Education and Training, and the actual situation of localities and schools, training institutions develop specific plans, allocate resources to organize the implementation of higher education tasks, pedagogy colleges for the 2024 - 2025 academic year ensuring practical and effective execution.

Training institutions actively cooperate with relevant Departments and Bureaus of the Ministry of Education and Training (or through the main contact point being the Higher Education Department) to deploy and promptly resolve challenges and difficulties; report execution results of the 2024 - 2025 academic year tasks to the Ministry of Education and Training by July 20, 2025.

Thus, the directives for the breakthrough core tasks in higher education and pedagogy colleges for the 2024 - 2025 academic year will be assigned to localities for implementation.

However, localities, based on the actual situation of the locality and schools, training institutions, will build specific plans, allocate resources to organize the implementation of higher education tasks, pedagogy colleges for the 2024 - 2025 academic year ensuring practical and effective execution.
