Based on Clause 1, Article 8 of Decree 86/2024/ND-CP regarding temporary suspension, retention, and repeating as follows:

4. Students who are retained and cannot complete the study program of the semester or academic year as required by the foreign educational institution and have to repeat the period will not receive scholarships during the retention or repeating period. The continuation of state budget scholarships is decided by the sending authority after the student has satisfactory results in the subjects to be repeated. The total scholarship duration shall not exceed the total study duration as per the initial decision to study abroad. In case the student needs an extension to complete the study program, the extension procedure must be carried out according to regulations in Article 9 of this Decree.

1. During the extended study period, students do not receive scholarships (except for airfare back home as stipulated in Clause 4 of this Article).

a) Application for extension of the study period, specifying the reason, extension duration, and funding source for the study during the extension period (Form No. 04 in the Appendix issued with this Decree);

b) Copy of the approval letter from the foreign educational institution regarding the student's extended study period;

c) Written consent from the direct managing agency regarding the extension (for cases with a working agency).
