Under Article 4 of the Work Policy for General Education Teachers issued with Circular 28/2009/TT-BGDDT, the responsibilities of homeroom teachers are as follows:
Responsibilities of the Homeroom Teacher
Apart from the duties stipulated in Article 3 of these Regulations for teachers, the homeroom teacher also has the following responsibilities:
- Understand and grasp all aspects of students in the class to organize educational measures tailored to individual students and the entire class to promote the progress of each student and the class as a whole;
- Collaborate closely with students' families, actively cooperate with subject teachers, Ho Chi Minh Communist Youth Union, Ho Chi Minh Young Pioneer, mass organizations, and other related social organizations in teaching and educating students of the class they are in charge of;
- Review, evaluate, and classify students at the end of the semester and school year, recommend rewards and disciplinary measures, propose a list of students advancing to the next grade, students who need to retake exams, practice more on behavior during summer vacations, retain students, and complete recording in students' scorebooks and transcripts;
- Participate in guiding collective activities, educational, and training activities for students organized by the school;
- Report regularly or extraordinarily on the situation of the class to the principal.
Thus, the responsibilities of teachers prescribed by law do not mention tuition collection. Therefore, homeroom teachers in Vietnam are not responsible for tuition collection.

What are the regulations on the reduction of teaching norms for homeroom teachers in Vietnam?
Under Article 8 of the Work Policy for General Education Teachers issued with Circular 28/2009/TT-BGDDT, supplemented by Clause 8 Article 1 of Circular 15/2017/TT-BGDDT:
Reduction of teaching norms for teachers performing other professional jobs
1. Homeroom teachers at the primary schools shall be reduced by 3 lessons/week, and at the lower secondary and upper secondary schools shall be reduced by 4 lessons/week.
2. Homeroom teachers at secondary boarding ethnic schools at lower secondary and upper secondary levels shall be reduced by 4 lessons/week. Homeroom teachers in specialized schools and semi-boarding schools shall be reduced by 4 lessons/week. Homeroom teachers at schools and classes for disabled people shall be reduced by 3 lessons/week.
2a. Homeroom teachers at pre-university schools shall be reduced by 3 lessons/week
3. Teachers in charge of subject classrooms shall be reduced by 3 lessons/subject/week.
4. Teachers in charge of arts and physical education of the whole school, in charge of school gardens, school workshops, equipment rooms and libraries (if there are no specialized officials to perform these tasks) are entitled to a reduction from 2 to 3 lessons/week depending on the workload and decision of the principal.
5. Leaders of professional teams shall be reduced by 3 lessons/week.
5a. The deputy leaders of professional teams shall be reduced by 1 lesson/week."
5b. Teachers being heads of functional department of pre-university schools shall be reduced by 3 lessons/week;
Teachers being deputy heads of functional department of pre-university schools shall be reduced by 1 period/week.
Thus, the reduction of teaching norms for homeroom teachers in Vietnam is as follows:
- Homeroom teachers in primary schools are reduced by 3 lessons per week
- Homeroom teachers in lower and upper secondary schools are reduced by 4 lessons per week.
- Homeroom teachers in secondary boarding ethnic schools are reduced by 4 lessons per week.
- Homeroom teachers in specialized schools and semi-boarding schools are reduced by 4 lessons per week.
- Homeroom teachers in schools or classes for disabled people are reduced by 3 lessons per week.
- Homeroom teachers in pre-university schools are reduced by 3 lessons per week.
What are the prohibited acts for teachers in Vietnam?
Under Article 31 of the lower secondary school, upper secondary school, and multi-level school charter issued with Circular 32/2020/TT-BGDDT, teachers are not allowed to do the following acts:
- Strip students and coworkers of their honor or dignity; infringe upon bodily integrity of students and coworkers.
- Act dishonestly during an examination or admission process; act dishonestly during assessment of student performance; skip teaching or cut teaching or educational contents without permission.
- Distort teaching or educational contents; teach wrong knowledge or contents that are against the education guidelines or viewpoints of the Communist Party of Vietnam and the State.
- Force students to take extra classes for money; take advantage of educational sponsorship or assistance to forcibly extract cash or kind contributions.
- Smoke or consume alcohol or other stimulants while participating in teaching or educational activities.
- Hinder support given to teaching or educational activities and other activities.
