Are ethnic minority students born in 2009 and graduated from elementary school in 2024 eligible for enrollment to Grade 6 in Vietnam?
Minority students born in 2009 will be 15 years old by 2024.
Based on Article 33 of the Primary School Regulations issued with Circular 28/2020/TT-BGDĐT, which stipulates the age of primary school students, as follows:
Age of Primary School Students
- The age for entering Grade 1 is 6 years old, calculated by year. Children with disabilities, children with physical or intellectual developmental delays, children in areas with especially difficult socio-economic conditions, minority children, orphans with no one to rely on, children returning from abroad, foreign children studying and working in Vietnam, can enter Grade 1 at an older age than specified but not exceeding 3 years. In cases where children enter Grade 1 more than 3 years older than the specified age, the decision will be made by the head of the Education and Training Department.
- Primary school students studying at an older age than specified in cases of repeating a grade, students from areas with especially difficult socio-economic conditions, minority students, students with disabilities, students with physical or intellectual developmental delays, orphans with no one to rely on, returning students from abroad, and other cases as stipulated by law.
Based on Article 33 of the lower secondary school Regulations issued with Circular 32/2020/TT-BGDĐT, which stipulates the age of lower secondary school students:

- The age for entering Grade 6 is 11 years old. The age for entering Grade 10 is 15 years old. For those who skipped grades in the previous educational level or enter at an older age than specified, the age to enter Grade 6 and Grade 10 may increase or decrease based on the graduation age from the previous educational level.
- Minority students, students with disabilities, students with especially difficult circumstances, and students returning from abroad can enter lower secondary school at an age up to 3 years older than the specified age.
Thus, though the usual age for entering Grade 6 is 11 years, for those entering at an older age than specified, the age to enter Grade 6 and Grade 10 can be adjusted based on the age of graduation from the previous educational level.
Primary students studying at an older age than specified in cases of repeating a grade, minority students, etc., may still enter Grade 6 despite being 15 years old.
Minority students born in 2009, graduating from primary school in 2024, can still enroll in Grade 6.

What Level of Health Insurance Support Do Minority Students in Vietnam Receive?
According to Clause 1, Article 8 of Decree 146/2018/ND-CP, amended by Point a, Clause 3, Article 1 of Decree 75/2023/ND-CP, the level of support from the state budget is specified as follows:

Groups of minority students living in especially difficult villages that were listed in phase 2016-2020 but no longer on the list in phase 2021-2025 according to decisions by the Prime Minister are supported at least 70% of their health insurance premiums.

The payable health insurance premium = up to 30% x (4.5% x 2,340,000 VND x 12 months) = up to 30% x 1,263,600 VND/year = up to 379,080 VND/year.
